CHILE – SCJ inicia proceso para 7 casinos municipales
La Superintendencia de Casinos de Juego (SCJ) ha informado que el nuevo esquema de licitación de Casinos de Juego garantizará ofertas económicas mínimas por parte de estas empresas para los municipios donde sean emplazadas las casas de juego.
Así, la municipalidad de Viña del Mar será la que más
reciba bajo este concepto, pues los operadores que quieran manejar el casino de esa comuna deberán ofertar, como mínimo, UF596.170, es decir, $ 15.413,2 millones (en exceso de USD23 millones). Le sigue Iquique con UF 200.644 (USD7,8 millones); Coquimbo con UF 150.000 (USD13,3 millones); Puerto Varas con UF 92.000 (USD3,5 millones); Pucón, con UF 44.000 (UD1,7 millones); Arica con UF 40.000 (UDS1,5 millones) y; Puerto Natales con UF 14.000 (USD535.000).
En total, se trata de un total garantizado de US$ 43,97
millones para estos siete municipios. El que ofrezca una mayor cifra se quedará con la licitación tras haber pasado la evaluación técnica del proyecto. Lo anterior se suma al impuesto al juego, que otorga un 10% del ingreso bruto de las empresas tanto como para el gobierno regional como para el municipal.
Los concesionarios deberán cumplir ciertas indicaciones que tienen relación con mejoras en infraestructura o construcciones que cada municipio requiere. Por ejemplo, la compañía que obtenga la licitación en Puerto Varas deberá construir un Hotel cinco estrellas, un restaurante, estacionamiento y un centro de eventos. Viña del Mar requirió que la compañía que se adjudique el proyecto para ser el nuevo operador de su emblemático casino debe invertir, al menos, UF 20.000 en Infraestructura Turística en la comuna, es decir unos US$780.000.
La nueva normativa trae, por otro lado, indicaciones
transversales para todos los municipios. Por ejemplo, cada concesionario debe contratar a lo menos el 80% de los trabajadores que ya prestan servicios en el rubro, esto porque sólo puede haber un casino por comuna y por cada 70 Km, además de que se permita un máximo de tres por región.
Según el titular de la superintendencia, Daniel García, la
primera semana de mayo se iniciará formalmente el proceso de licitación para estos siete casinos municipales. Alrededor del 20 de octubre la SCJ debería recibir las ofertas de los potenciales concesionarios para evaluarlas en un plazo máximo de 120 días y, en principio, en marzo de 2017 dar los resultados finales.
Sólo en el caso de Arica y de Viña del Mar se pidió, como condición exclusiva, que el primero de enero de 2018 comiencen las operaciones de los casinos. En los demás, dependerá de la oferta, ya que los concesionarios tienen un plazo de hasta dos años para construir el casino. La evaluación de los proyectos las llevarán a cabo la respectiva Intendencia regional, Municipalidades, Servicio Nacional de Turismo - Sernatur, Ministerio del Interior y la SCJ.

In total, there should be a guaranteed total of US$43.97 billion for the seven municipalities, in a process where the highest bidder will remain in the tender process after having passed the technical evaluation of the project. Additionally, companies must pay gaming tax, which gives 10% of gross gaming revenue each to the regional and to the municipal government.
Licence holders must meet certain indications relating to
improvements in infrastructure or building construction required by each municipality. For example, the company winning the tender in Puerto Varas must build a 5-star Hotel, a restaurant, parking and an events centre. Viña del Mar municipality requires that the company awarded the project to be the new operator of its flagship casino must invest at least 20,000 UF in tourism infrastructure in the community, approximately US$ 780,000.
The new legislation brings, on the other hand, other
directives that apply to all municipalities. For example, each licence holder must hire at least 80% of employees who are at present employed in the sector. This because there can only be one casino per community and at least 70 Km distance from each other. In addition, a maximum of three casinos are allowed per region.
According to SCJ Chief, Daniel Garcia, formal bidding
process for all seven municipal casinos will begin in the first week of May. Around October 20th the SCJ should receive offers from potential bidders and will evaluate proposals within a maximum period of 120 days and, in principle, in March 2017 the final results will be announced.
An exclusive condition was requested only in the case of Arica and Viña del Mar municipalities, which means that the new municipal casinos in these cities begin operations on the first January 2018. All other casinos will depend on the offer made, and winning bidders have a term of up to two years to build the casino. Evaluation of all the casino projects will be made by each Regional Government and corresponding
