Bank experiences
A first Islamic deal for Inter-face came from Albaraka Turk Participation Bank, one of four Islamic banks in Turkey, with a network of 129 branches plus one in Iraq. At the start of 2014, the bank was aiming to finish the implementation of the Inter- face core solution in October that year. The impetus for the project came from a review of the bank’s
strategy by a contracted consulting firm in March 2012. The in-house legacy system was assessed against the future plans of the bank, said Haluk Öngören, manager and director of strategy and governance of IT at the bank. Six dimensions of the system were evaluated: technical architecture; integration; functionality; flexibility; independence from the supplier or support; and ongoing cost. The main two problems with the legacy system were the independence, as it depended on the availability of particular individuals, and integration. ‘As the bank grew quickly, we developed quick and dirty solutions,’ said Öngören. It was done in RPG code, for which it is difficult to obtain younger staff.
Based on these points, the bank decided it needed to change its system. The three options it considered were building a new system, re-engineering the current one or buying a system off- the-shelf. Building a system was regarded as too challenging because of the expense of hiring qualified architects. For the possibility of re-engineering, the bank contacted IBM, Wipro
and Accenture before deciding that this also would be too much of a challenge.
So the bank moved onto selecting a new system. It used a scorecard to select vendors to send an RFP to. It chose five, comprising Oracle FSS, SAP and Temenos, plus domestic players Intertech and Cybersoft. After receiving RFP responses, Temenos and Intertech were picked to look at in more detail. Several demonstrations were arranged with each supplier, for business units and the IT department at the bank. Proof of concept exercises were prepared, some of which the suppliers could see in advance, and others of which they were given blind, to test the parameterisation of the systems. Site visits were also undertaken. Temenos customers that
were visited included Turkish Bank and Arab Turkish Bank, while Alternatifbank and Burgan Bank Turkey (formerly Eurobank Tekfen) served as references for Intertech. All these were conventional banks. While Intertech had worked with Islamic banks in the past, it had not done so with Inter- face, said Öngören. However, Intertech won the deal. ‘There have been some failed projects in Turkey in the past so the management was sceptical of international vendors,’ Öngören recalled.
The implementation project started in June 2013. 30 people
from Intertech were working on the project, and 50 people from the bank. By the start of 2014, the gap analysis phase had been completed and the business requirements had been identified. Intertech then worked on delivering the solution.
