As well as having duties under section 9 of the Electricity Act 1989, (in relation to developing and maintaining an economical and efficient network), the Electricity Act 1989 places a duty on all transmission and distribution licence holders, in formulating proposals for new electricity networks infrastructure, to “have regard to the desirability of preserving natural beauty, of conserving flora, fauna and geological or physiographical features of special interest and of protecting sites, buildings and objects of architectural, historic or archaeological interest; and … do what [they] reasonably can to mitigate any effect which the proposals would have on the natural beauty of the countryside or on any such flora, fauna, features, sites, buildings or objects.”

The impacts and costs of overhead and underground options vary considerably. In this context the decision maker should consider (among other things): The environmental and archaeological consequences (undergrounding a 400kV line may mean disturbing a swathe of ground up to 40 metres across16, which can disturb sensitive habitats, have an impact on soils and geology, and damage heritage assets, in many cases more than an overhead line would).


1.2.2 20 National Planning Policy Framework, 2012


The NPPF provides a tool which Local Planning Authorities use to prepare Local Development Frameworks (LDF) and ultimately control development within the framework and aims of sustainable development. Section 12 of the NPPF provides policy relating to conserving and enhancing the historic environment. In terms of the requirements to evaluation, preserve and, if necessary, mitigate impact on heritage assets the provisions of NPPF are identical to those of EN-1.


1.2.3 21 Mid Suffolk District Council Core Strategy 2008


The Core Strategy for Mid Suffolk District Council was adopted in September 2008. As the key Development Plan Document (DPD), it sets out the vision, objectives, spatial strategy and core policies that will guide development across the district until 2025, and beyond. The Core Strategy states (Policy CS 5 Mid Suffolk’s Environment) that the Council will introduce policies to protect, conserve and where possible enhance the natural and built historic environment including the residual archaeological remains.


1.2.4 22 Suffolk Coastal District Core Strategy


The Core Strategy is the principal document in Suffolk Coastal's Local Development Framework (LDF) that sets out a vision, spatial strategy and core policies to guide development and change in the district to 2027 and beyond. The presubmission Core
