Dark skies policy TMBC had stated that there was no specific policy relating to external lighting but relied on policies concerning visual, rural and residential amenities within the core strategy. Itwas agreed that the clerk should contact Ian Bailey whowas responsible for developing the new local plan to discuss proposals for external lighting. Addington Green Clarendon Homes had resurfaced the road from The Old School House to where it meets Millhouse Lane and, with funding from Addington Green Management Ltd, completed the works to the entrance of the trackway. Itwas agreed that each shareholder would pay £120 to the company to build up funds. Air ambulance Members agreed to make a donation of £100 following a request for support. Flail tractor Cllr Robinson asked for financial support to buy a flail tractor for use on the recreation ground. Itwas agreed to give £500 towards the £2,000 cost and to sign a cheque for up to £1,500, should Cllr Robinson be unsuccessful in obtaining funds elsewhere. Community budget It appeared that on paper the community budget for this financial year had not been spent. The clerk would place a note on the accounts that a sum of £5,000 had been promised to the village hall commiee should they go ahead with the alterations to the village hall.


Highways The vegetation at the entrance toWest Malling Golf Club had been cut back. Regarding the verges outside Endeavour Park, the Environment Agency was willing to pay for bollards or an alternative method of restriction to be erected on the verge to assist in their workers safely pulling out of the junction. FootpathsA tree had been uprooted on the footpath across the golf course to the main road at the junction with St Vincent’s Lane. Work had been programmed. The stile needed replacing on the footpath from East Street Village Green. This had been reported. Village hall Both the village hall and recreation ground commieeswere looking to train someone up to do electrical testing. Thewaage of the external lights on the village hall had been reduced. Recreation ground The commieewas looking at the cost of installing more efficient heaters and investigating the problems caused by the new pound coin to the electricity meter. Plumbing upgrades had been completed which would minimisewater consumption following the leak test on the supply pipe. Protecting trees There had been a meeting

to discuss the next steps for nomination three trees for preservation orders (TPOs). Twowere on private land andwere considered not to be under any threat. The owner of the third treewas happy for the parish council to seek a TPO. The clerk would start this process. Oak tree Members had accepted a quote of £650 for a full arboricultural report on the old oak tree on the green, and it was agreed to accept a further quote of £528 for the ivy to be removed, prior to any internal tests. The clerk would find out if the price could be reduced and whether an age assessment could be carried out.


Aylesford


Lighting The lights had been out again on the Blue Bell Hill slip road towards Eccles and Aylesford. Cllr Homewood would pursue this with Kent Highways. HGV damage The Robin Hood Lane/Maidstone Road island had been constantly damaged by HGVs running over it. The verge had now been cut back and re-aligned. Lorries Cllr Smith said HGVs were still entering the village thinking that they could gain access t the A229. The red sign advising no entry required tree clearance. Cllr Homewood would arrange this. Barrier Cllr Homewoodwas thanked for arranging for the barrier installation at the boom end of the disused Common Road slip road. Itwas hoped this would help prevent fly-tipping at this location. Zebra crossing Cllr Homewoodwas asked to chase up the installation of “halos” around the Hall Road zebra crossing, which had been outstanding for several months.

Crime CllrWalker said a van in Ryarsh Road had been broken into. Clerk vacancy Michelle Rumble had accepted the offer andwas due to start on March 1, with a one month handover. Open churchyardsA leer had been received advising that a recommendation by the management team that TMBC should not continue to fund maintenance for open churchyards had been endorsed by the Cabinet.A capacity study of burial places within the borough had commenced with the Rural Deans. Faster broadband BT OpenReachwere to install a new cabinet in Bull Road between April and June 2017 to increase speeds up to 24mbps. CastleWay parkingA leer had been received from a resident about vehicles including HGVs using the residential layby as a rest area, commuter parking, lier and even using the area to sell cars. Signage had been erected. StreamA member of the public had reported that part of the sandbagwall to the stream in Bull Roadwas collapsing.


East Peckham


Council vacancy An expression of interest was received from James Hockey. Itwas agreed that he would be co-opted on to the parish council. Methodist building Revised drawings on the proposed redevelopmentwere received. Itwas noted that the information


was in the public domain, that the Methodist Churchwas inviting feedback and would be fundraising. Holy Trinity Church The church would be fundraising for two major projects – a refurbishment and disabled access. Christmas lighting An application had been made to TMBC for a grant of £560 towards the Christmas lighting costs. TMBC had confirmed that no change would be made to the Christmas lighting grant support scheme. Jubilee Hall There had been upsurge booking enquiries. The parish council should be confident that occupancy levels would be restored to previous levels. Due to unforeseen circumstances Diamond Gymnastics Academy had postponed their classes at the hall until April.A leakingWC had been reported and the lack of hot water in the changing room had been investigated. The meeting and commiee room had been redecorated and the damaged areas in the corridor had been repainted. The clerk had relaunched and improved the hall’sweb pages. Emergency planning The government had confirmed funding of more than £4.5 million in a scheme to protect more than 2.500 homes and businesses from flooding along the River Medway. Annual parish meeting Arrangements were in hand. Itwas agreed that the 2017 Annual Report print run would be increased and members would hand deliver it to all households. In future years it would be available online only. Local council awards Itwas agreed that as the parish council met the qualifying criteria for quality status that a formal application would be submied to the accreditation panel. Website upgrade Members previewed the upgradedwebsite and itwas agreed that it would go live as soon as possible. Funding requests Requests for funding had been received from Hospital Radio; Kent Community Rail Partnership; Revitalise; The Counselling Centre; Samaritans; Porchlight;West Kent Mediation and RelateWest & Mid Kent. It was agreed that the parish councilwas regreably not able to make grants to charitable groups this year. Itwas also agreed that the budget surplus of £210 would be earmarked at year end to village projects. Grounds maintenance The contractor for 2016/17 had expressed his disappointment at not being awarded the contract for 2017/18 but despite being asked to do so, he had not provided a quotation for members to consider. Village plantingA quote of £726 had been received for the replanting of the hanging baskets with summer plants. Itwas decided that cheaper scheme would be installed on the poles in the village centre or the poles would be modified or removed where necessary. Churchyard TMBC had said it would not provide funding for the maintenance of open churchyards.A capacity study of burial spaces in Tonbridge and Malling had started, in partnership with the Rural Deans and the PCC.
