The commission led by Sir Ian Wood was set up by the Scottish government in 2013 in response to concerns regarding youth unemployment and Scotland’s need for a better qualified, well motivated, work-ready workforce. With youth unemployment currently running at 18.8 per cent, the commission calls for action on a number of fronts:


• School leavers better prepared for the world of work


• College education focused on


employment and progression in learning


• Modern apprenticeships

• More employers engaging with education and employing more young people

The learner experience Most importantly of all, I see work based learners on the farms, highly motivated by their learning experience and support from a respon- sive delivery team, progressing rapidly towards the achievement of a work based qualification that is understood and respected by all of the employers within their industry. Through the creation of an innovative aquacul-


ture work based learning system and a cohesive and supportive delivery team, the new future for high quality work based learning will have been realised.
