Police report PCSO Laura Bullen sent a report. The number plates had been stolen from a van in Addington and two thefts of fuel from the Shell garage.An internal door had been damaged at St George’s Court and a glass door had been damaged at The Bull. Defibrillator The electrician who installed the defibrillatorswas to carry out the monthly inspection. BTwas still trying to get the power connected to the second defibrillator at the Jet garage. Itwas suggested that the clerk should remove the defibrillator until the powerwas restored. Seven Mile Lane UK Power Networks had repaired the cable damage to the north side of London Road and all the old columns were now working on the A20. The long- term solution would be a private network fed from the old columns via the new feeder pillars. KCCwas proposing that all lighting on the southern side would comprise a private network. The old columns which had been cut off at 1.2m would supply the new columns and would be replaced with feeder pillars in due course. The lanterns were being fied at the same time. Members were concerned that the problems with lighting had delayed the safety audit. The clerkwas asked to find out when this would take place. Quarry extension Members heard that Hansons had decided not to progress the quarry extension application any further. Fern Group, which owns the existing quarry,was to submit the extension application and would develop the extension area subject to planning permission. The parish council would be consulted once the applicationwas submied. The clerkwas asked to find out who owned the quarry and if necessary carry out a land search. SpeedWatch The clerk said a special constable had aended one of the two sessions in November. More volunteers were still needed. Trees competition Members heard that Addington had once again been considered by judges to be in the top 10 villages in the Kent Men of Trees competition. The prize was a £20 tree. Itwas resolved that the clerk should order a sessile oak sapling and that members would bring suggestions on where it could be planted. Play equipment Cllr Peter Robinson reported that some of the playground equipment at the recreation ground needed aention or replacement before an inspection. He agreed to get some quotes. Community award Itwas agreed to nominate Patricia Robinson for the KALC award scheme. Recreation plan The recreation commiee had placed an article in The Pilgrim asking residents for ideas for the development plan, to include the play equipment. The possibility of grants and funding required for improvements needed to be investigated. Public session Potholeswere reported in St Vincents. Branches of conifers, possibly on Seekers Trust Land,were blocking access along the pavement in Troiscliffe Road. Signs The sign which used to be near the layby on thewestern side of Stubblesdown on the south side of the A20 needed to be reinstated – a response from KCCwas awaited. Therewas a request for a street sign giving directions to the village hall on thewest side of Park Road – a response

from KCCwas awaited. KCC had said a new sign on the A20 advertising an estate agent would not be permied on a KCC- owned verge. However, the sign had been moved to the boundary of the property. Dry streamAn officer from the Environment Agencywas to meet the clerk and Cllr Robinson and Cllr Stephen MacDonald-Gay to discuss the problem at the recreation ground. East Street footbridge The clerkwas waiting for a response on whether the works to the footbridge had been completed and when the shrouding would be removed. Open spaces Itwas reported that a few posts on the green had been knocked over. The clerkwas asked to investigate. Footpath The path from the quarry to the recreation groundwas still closed. The clerk was asked to find out when it would be re- opened.


Aylesford


Speed hazard Tracey Giles expressed her concern at the speed of traffic on Pratling Street, particularly at the corner near the two stones which had resulted in minor accidents but which she felt could result in a more significant accident. She also expressed concerns about the speed of traffic in the 40mph speed limit area on Rochester Road which could lead to accidents and whichwas dangerous to pedestrian and horse traffic. Itwas agreed that the clerk consults the PCSO to see if anything could be done. Itwas suggested that part of the solution would be for the PCSO to discuss the issue withWaitrose and other companies on the industrial estate so they could raise this with their staff. BellinghamWay The clerk reported that he and Cllr Balcombe had aended a meeting with Dion and East Malling and Larkfield parish councils to investigate opening up BellinghamWay to relieve traffic problems at the A20/New Hythe Lane junction. Itwas felt by all the councils that opening up BellinghamWaywas not the answer and the real solutionwas to do a traffic review of the A20 between Lunsford Lane and the Coldharbour roundabout, including access to and from the road. Itwas agreed to write to Kent County Council to ask them for this review. Cllr Balcombe also indicated that this maerwas discussed at the Tonbridge and Malling joint transportation board where itwas agreed to meet up with KCC officers to discuss how to move this forward. Borough report Borough Cllr Dave Davis submied a report to the council on a range of issues including a number of construction, planning and plastic recycling maers. Itwas agreed to take up the maer of resurfacing of Mackenders Lane with the new borough councillors following the election. Cllr Balcombe indicated that his fellowward member Cllr Dave Smith had taken up the issue of puddling in part of the High Street following the recent works which KCC had indicated would be resolved early in the new year. He also indicated hewas taking up the maer of the noise disturbance arising from a generator operating at Preston Hall with the environmental health department. Fencing Itwas agreed to proceed with fencing repairs to the rear of Eccles recreation ground at a cost of £770.


East Peckham


County report KCC Cllr Mahew Balfour reported that while KCC had agreed to match fund government grants of £17m towards the county’s flood defences there would be an expectation that the parish council should contribute a significant amount towards the village’s flood defences. Itwas noted that this could affect the council’s precept from 2016/17. Mr Balfour would be leading a commiee on this issue and would begin discussions with parishes. Police report Incidents during the past month included five burglaries, four cases of criminal damage, two thefts from motor vehicles, and two thefts. Dog binAresident had asked if a dogwaste bin could be installed at the Orchard Road end of The Freehold but the borough council’s dogwarden had advised that this was not possible. BurglariesAresident had expressed concern about the number of burglaries which had taken place and had been advised that the parish councilwas working with the police. Cllr Peter Street had provided CCTV footage whichwas helping police with their enquiries. Post office The Post Office had agreed that the postmaster could retract his resignation and had thanked the clerk for her help during the uncertain time. Vacancies Chairman Graham Haycock had resigned from the parish council as hewas now working and based primarily in the United States. Vice-chairman Tim Roper had also resigned because of work commitments. Cllr Steph Watsonwas elected chairman of the council with Cllrs Peter Crawford and Street as vice-chairmen. Youth shelter The shelter had been ordered andwas due to be completed, subject to the ground not beingwaterlogged.Alier bin was also requested. Floodwarden scheme Therewere 15 volunteer East Peckham floodwardens. They would not put themselves in danger when floodwaterwas already on the ground.Aleer of introduction had been sent by the floodwardens to people in flood risk areas.Amessage had been received from the borough council, saying: “May I congratulate you on your excellent flood preparedness which I hope will ensure that we are spared such an event this year. The sandbag stores have just been checked. Therewere 1,300 sandbags at the Curran Hall and the same number at the Jubilee Hall.”


Christmas lighting Many positive comments had been received. The majority of people had particularly liked the solar powered trees in the village centre although therewere a few negative responses. Spring- flowering hanging baskets would take the place of the solar trees. The council’s pre- approved budget for the Christmas lights was £5,003 including a grant from the borough council, and estimated costs would be about £3,500, so the project had been delivered on time and under budget. Sign The twinning/East Peckham sign near Pierce Mill had gone missing and had been recovered except for the KCC Invicta white horse element, which could be replaced. Streetlight Shortly after the completion of the streetlight upgrade in Henham Gardens, a resident had complained that itwas obtrusive, despite being on part night illumination. The contractor had made several visits and supplied a metal shield,
