Flooding The chairman asked for the parish emergency plan to be reviewed aer the three main culverts of the Leybourne stream had become blocked andwater encroached up to the school entrance. CannabisAsmall plastic bag smelling of cannabis had been found in the Bomb Hole area and handed to the police. PoliceAmeeting with the new inspector was to be arranged. There had been no response from commissioner Ann Barnes regarding the suggestion for the parish to match-fund a shared PCSO withWest Malling Parish Council. If thiswas not possible the parish might consider adopting by-laws and employing an ex- police officer to carry out these duties. Pharmacy Itwas agreed to support a proposal to open a pharmacy in Leybourne offering personal service and health checks. MUGAYouthworker Dale Hooker spoke about the benefits to the school and residents of providing low level lighting in autumn/winter for the MUGA, which would cost around £20,000. The parish council agreed thiswould be an excellent idea and residentswould be consulted. Borough Cllr Sophie Shrubsole said the fundraisingwould aid young people’s practical skills and the Leybourne Business Club could be formed to raise money. Donations The Malling School choir and the Rotary Club would each be given £100 for their participation in the Leybourne Parish Council Christmas event. Budget Itwas agreed to increase the 2014/15 precept by 5.29% or 7p perweek for band D households. Football The chairman of Leybourne Football Club was concerned about the development of the school at Leybourne Chase and the potential loss of football pitches. Parish council chairman Bob Ulph understood that KCCwas hoping to obtain a Section 106 agreement resulting in the football pitches, trim trail and playing fields not being affected. Hewould write again to the Homes and Community Agency requesting a leer of intent for the lease agreement and to continue to explore a permanent lease.


Nelestead


Chaerbox Cllr Jackie Benne said there was another new member at Chaerbox. Signal box The clerkwaswaiting for a reply from Network Rail with regards to a meeting about the station signal box. Bus shelter The grant application for the bus shelterwas unsuccessful. Itwas agreed to try again in the next round of funding. Village hall The village hall commiee had received a grant of £3,500 from KCC, which covered half of the funds required. It had raised £1,000 and the parish council agreed to donate £2,500 to help it complete the works at the village hall. King George V Field Cllr Anita Van Hensbergen confirmed that the grass had been cut and it looked much beer. The quote for winterwork from All Seasons Ground Maintenance in March 2013was


£600 plus VAT. Itwas agreed to accept this. Cllr Van Hensbergen asked if the goalnet could be replaced and who could repair the safety maing. The clerkwas to look into these maers and report back.


Oam


SignAvehicle-activated sign had been approved by Kent Highway Services for Teston Road. The parish council had also met with a traffic consultant to consider further traffic calming measures for the village. Traffic will be a topic at the annual parish meeting on Friday, April 11 in the village hall at 7.30pm. Blaise Farm An application had been made to extend the life of the existing plant at Blaise Farm by eight years to 2036 to coincide with the life of the anaerobic digestion plant. Thiswas to be discussed at the March parish council meeting.


Ryarsh


Fete The fete might not take place this year unless more volunteers come forward to help organise, and more stallholders get involved. Anyonewanting to help should contact David Storey on 01732 872113. Flooding Concernswere raised about the flooding onWorkhouse Lane. From a meeting with Kent Highway Services it appeared the pipe to take water away was too narrow, and could not be reached due to the high water levels. KHSwas to deal with this when the levels had subsided. The parish councilwould look for a long- term solution. Blockage Therewas a flood outside the school on Birling Road aer a fence post got washed down the drain and blocked it. KHSwas thanked for clearing this.


Snodland Town


Budget Several costswere expected to increase during the year, particularly utilities, salaries and major contracts such as insurances and grass cuing. Although some costs could be reduced, one of the main concernswas the need for many of the street lights to be renewed – each light costs about £1,000. The meeting agreed that the council tax precept should be increased by £1.94 a year per band D property, so that about 10 new street lights could be installed each year for several years.


Teston


PlaqueAparishioner asked about a memorial plaque on the lime tree for a former Teston resident. The parish council previously had reservations about starting a possible trend but if the family so wished, a tree could be planted on Teston Land Conservation Trust land. Lier Mr and Mrs Berry said they had cleared Malling Road and filled 10 bags with rubbish. Theywere thanked. Playscheme Yalding Parish Council’s request for funding for the 2014 playschemewas noted but Testonwould not be able to make a financial contribution. Budget The 2014/15 preceptwas agreed, with an increase of 7%. Parking Two additional signs costing a maximum £250would be placed on the


village green reminding vehicles not to park on or drive over the edge. Salt Asalt bin and saltwould be bought for £177 to be placed near the village hall. Trees Teston received a highly commended certificate for the Trees in the Village competition 2013.


Wateringbury


Drayhorse Meadow The appeal on the rating for Drayhorse Meadowwas ongoing. The track leading to the pavilion would be monitored because it might be necessary to carry out some remedialwork. Speedwatch There had been 126 observations of vehicles travelling at more than 35mph during December. Unfortunately no new volunteers had come forward and itwas felt not enough support was coming from the police. Itwas agreed to write to commissioner Ann Barnes. Play area Research had been done on the cost of fencing the children’s play area and Tonbridge and Malling Council had given some advice. Playing fields The sports association had turned down a request for a vehicle to use the playing fields for repairs to a fence belonging to a resident, due to the ground being saturated. The possibility of a Stop sign for the gate exit on to Fields Lanewas raised, and it was agreed to contact Kent Highway Services to see if a sign could be put on the road side of the gate. Finance The budget for 2014/15 was agreed and the parish precept was down on the previous year.


West Peckham


Local plan reviewAreport on the recent meeting with Tonbridge and Malling Councilwas given. Itwas ask younger people their long term intentions, in particular their desire to stay in the village. Itwas agreed to produce a leaflet to gain opinions and to maintain lines of communication with the borough council. Signs Damaged road signs at Swanton Road, Hamptons Road and the Stan Lane/Forge Lane junction had been reported. Fireworks The display had been a great success, raising £850. Thankswent to Simon Evans and his team. Following an email about the clean-up operation, itwas agreed this must not be overlooked at the next display and all rubbish must be removed immediately aer the event. Taxi vouchers Funding had been received from KCC for the taxi voucher scheme and thanks went to county Cllr Mahew Balfour. Christmas tree All agreed the tree looked beautiful and thankswent to H Wooldridge and JaneWanstall and all those involved in its installation and removal. Itwas suggested that it might be installed early in December this year to allow it to be enjoyed for a longer period. BenchAtotal of £1,690 had been contributed for the Diamond Jubilee and memorial bench and it was hoped it could be obtained by the end of February. Budget The budget for 2014/15 was agreed and the parish precept set at £2,987, an increase of 1.5%. Meetings To reduce costs, itwas agreed six meetingswould take place each year, with additional ones called if necessary.
