There might be opportunities to obtain free seed and the clerkwould seek information from other parishes. Sad loss Itwas noted that Barbara Bowler, previously chairman of the village hall commiee, had passed away. Parking Itwas noted that cars had been parking on the verge at the Vineyard restaurant again.
Aylesford
PCSO thanked Parish councillors congratulated PCSO Roxanne Negus who was leaving to join the regular police force and thanked her for her efforts around the parish during the last two years. Shewas being replaced by PCSO Joanne Tiller. Flooding Parish council maintenance staff and the Environment Agencywere thanked for their diligence over the Christmas/New Year period. There had been no incidents of flooding. The additional pump providedwas not because the pumping stationswere faulty but to increase capacity based on the flood warnings. Hengist The new owner of the Hengist had been refurbishing the site includingworks in the gardens. There had been concerns from neighbours that these might increase the flood risk but the Environment Agency had visited andwas happy that the work might actually improve the situation. Eccles Cllr Dave Davis reported on flooding issues in the Eccles area. Hawkes Road/Bull Lane did not experience any problems so it was hoped the problemwas solved there. The end of Mackenders Lane was still flooded, but the remedial plan could not be started until the adjacent saturated land dried. On the whole Aylesford had copedwell.

School KCC Cllr Mahew Balfour said the new school at Leybourne Chase had been approved but it was not known whether children from Leybourne Chasewould take precedence over those from Birling. War memorial TheWar Memorials Trust recommended that the proposed cleaning methods should be discussed with them before any actionwas taken. Cllr Sarah Hohler said she had authorised the grant. Footpath The councilwas awaiting a quote from Lawrensons about the footpath opposite the church. Precept Tonbridge and Malling Council said the grant would be the same as had been estimated, which meant there would be an approximate increase in the parish precept of £3.79 for band D homes. Street light The light at Parsons Corner had been damaged, possibly by a falling tree, and the lamp needed to be replaced. Tonbridge and Malling Council had quoted £330 plus VAT. The clerkwould check if thiswould be covered by insurance. Accident Cllr JacquieWestwood witnessed an accident at the village gateway when a vehicle approaching the village did not giveway to a vehicle going the otherway. HGV sign Kent Highway Services confirmed the new “Unsuitable for HGV” sign had been approved and ordered. Lier There had been two reports of night- time drinking in the village hall car park, leaving cans and smashed boles. Cllr Guy Nevill said hewould ask the landscape PCSO to visit the car park. Birling Estate The sycamore trees around the manorwere being felled.
Dion
Twinning association The twinning association had asked if the 20th anniversary of the twinning could be celebrated during the community day in 2015. Thiswas agreed. Dion Laboratories Cllr Anne Throssell said several residents had raised concerns about the speed of construction traffic using Kiln Barn Road to access the development. Itwas decided to request that construction traffic access the site via East Malling Research Station and to ask Millwood Homes for its vehicles to slow down and take more care in the village. Youth centre The youth centre commiee was still not happy with the suggestion of it giving prior consent before allowing others to use the youth centre. The clerk was to contact the commiee again stating that the clause must be included in a revised lease if other groups are to be able to use the centre.
East Peckham
Children’s centre County Cllr Mahew Balfour said that following the announced closure of the children’s centre, hewould do all he could to ensure that East Peckham continues to have aweekly service. Cllr Holly Carey said the parish council might be willing to negotiate hall hire charges to maintain the service in the village. Since the consultation, it appeared that aendance at the centre had increased. Hale Street Cllr Balfour said he believed one of the solutions to the problems with the chicaneswas encouraging drivers to
drive more slowly. He urged residents to report near misses and collisions. Marvillion Close Borough Cllr Elizabeth Holland said the same developer, Baxter Homes, had bought the Rose and Crown site and the site of the former East Peckham Club. Itwas believed both would be used for residential developments. Quarry plans Therewere no objections to the variation of planning conditions at the Quarry on East Peckham bypass. Crime report There had been three reports of anti-social behaviour by youths. War memorial Burlite had indicated that the cost of renovationswould be unlikely to exceed £10,000, whichwas within the available budget of £13,600. Councillor vacancy The one expression of interest to replace Mrs Kearns, who had resigned,was from Mrs Day, who had been unable to aend the meeting. Dog binAbin had been pulled out of the ground and its contents le scaered on the site. The janitorial team had cleaned up the mess and Tonbridge and Malling Council had reinstated the bin. Jubilee Hall The janitors had drawn aention to several problems: chalk writing on the carpet, emergency doors le open, entrance doors le insecure, taps le running, heaters and fans le on and toilets le dirty. The users responsible had been spoken to and a charge had been made for wasting water and energy and for additional cleaning. Used condoms had also been found on the playing fields. CCTV upgrade Cllr Peter Street said the system had been fully upgraded andwas functioning correctly. Hewas keen for Councillors Graham Haycock and Tim Roper to have remote access. Footway lighting PSRwould advise on a post-April 1 start date for the project. Community assets Memberswere to send an informal list to Tonbridge and Malling Council prior to a formal submission. Parish caretaker Theworking party had been discussing a module for all parishes to follow. While therewould be costs to the parish the benefits would be considerable. Allotments The site securityworks could cost under £1,000. Mr Edwards’ quote had been accepted and the allotment holders advised of the imminentworks. Y2 Crew Tonbridge and Malling Council had asked the parish council to consider financially supporting the summer scheme. As the parish council had already contributed more than £800, the clerk had asked for more information. The borough council said therewere very few residents of East Peckham who took part, but there would be more of a focus on the area in 2014. Itwas agreed that more information would be requested before deciding.
