KENTISH FLATS WIND FARM
In 2009, Royal HaskoningDHV was commissioned by Vattenfall to undertake feasibility studies for the extension of existing offshore wind farms (as part of The Crown Estates round 2.5 process). One of the sites proposed for development was the 90MW Kentish Flats Wind Farm which had been operational since 2005.
PROJECT
The team managed the project from the scoping and Environmental Impact Assessment (EIA) stages, through to the submission of the Development Consent Order in October 2011 for a 51MW extension. The Kentish Flats project was the first offshore wind farm to be submitted under the Planning Act 2008, Development Consent order process and also the first to be consented in 2012. One of the key challenges facing the team was the new approach required greater involvement and communication with all the stakeholders from the regulators to the developers.
SPECIAL PROTECTION AREA (SPA) The potential displacement of the red- throated diver by wind farms in the Thames was of real concern as the Outer Thames Estuary is an SPA for that species. In addition locally-based fisheries stakeholders were concerned about the Whitstable oyster beds. In both cases a great deal of work was undertaken to determine how these could be mitigated if necessary. The team worked closely on ornithology with Natural England, RSPB and Kent Wildlife Trust in order to present the best understanding of the potential issue to the Planning Inspectorate.
PILOT PROJECT

Navigating the new planning process so successfully carved a path for other wind and renewable energy projects to do the same. As well as creating clean energy for future generations, renewable energy generates major investment for the economy.”
