red tape

We also want new regulation to be

introduced only as a last resort and for the fl ow of regulation from Europe to be addressed. We also want wider consideration to be given to exemptions for small businesses in certain circumstances – particularly from form-fi lling and red tape requirements. The regulatory reform process needs to be thorough and well thought out and it’s vital that changes are well communicated throughout the process.

At a time when government has limited spending powers, cutting regulation can be a resource-effi cient way of improving business productivity and competitiveness. Getting this right could help ensure the economic recovery and create jobs. Small businesses need a level playing fi eld and more needs to be done to reduce the disproportionate burdens imposed on them.

through Sell2Wales involve procurement allocating signifi cant marks to business which have an ISO9001 certifi cate. ISO9001 serves merely to confi rm that the business has documented process management procedures on how to deal with a client phone call, how to verify that you ask about client satisfaction, how you control the opening of post etc. In order to achieve this the business has to buy the ISO9001 notes which cost anything from £90 to £120. Then if you don’t write up and document your processes yourself, you pay a consultant to come in and do it. Then you pay a consultant to implement any required processes, then to audit your processes and then IF you meet the standard, you have to pay for the certifi cation each year.

All this proves is that you have sound business management processes in place which if you didn’t have anyway you would last long in business... It’s not about the quality of the work you do at all, which is very frustrating. Especially if

not having an ISO9001 means you don’t tender for contracts that you’d be easily qualifi ed to deliver because of the allocation of points on the tender as to whether you have this or not.
