Appellant was one of 30 correctional officers who until 1999 was paid overtime based on when they “clocked out” after their shift ended at 8:00 a.m. In August 1999, the Western Correctional Institution ceased paying any time after 8:00 a.m. regardless of when the shift change occurred. Appel- lant filed a grievance and the ALJ ruled that any time more than five minutes in shift overlap was significant enough to be compensated. Did the Circuit Court err in overruling the ALJ?
