introduced across the University of Greenwich Avery Hill Campus and those fees being set at £480.00 pa for staff members by the university it was very obvious what was going to happen. The council and university failed to evaluate the affect the introduction of fees would have on the surrounding area with the result that a parking war with Bexley looks on the cards to solve the traffic chaos in Avery Hill, SEnine understands.


The parking problem is being caused by Greenwich Council’s ‘green travel’ programme which has seen upwards of 400 vehicles seeking street parking each day around the university’s Avery Hill campus and the new Crown Woods College.

Vehicles currently clog both sides of Bexley Road at Avery Hill leaving buses and lorries struggling to navigate one of the busiest arteries in the area. On occasions buses, lorries and cars have been forced to travel on the wrong side of a traffic island to avoid grid lock. Cars are parking right up to the traffic lights and even across the intersection (between lights) at the Riefield Road

the GLA before it agrees to any changes. Greenwich held its public consultation in the school summer holidays, which resulted in only a 20 per cent response, and before it was decided to increase the cost of residents permits from £15 to £85.

One possibility is that the GLA will tell Greenwich to stop insisting the University charges for parking on-site at Avery Hill (or at least reduce it to a sensible price), which was a planning condition imposed by the council and has led to the influx of vehicles into surrounding streets.

The council has been slow moving in resolving the issue. But measures to alleviate the chaos by implementing a controlled parking zone are being shunned by Bexley Council, which fears the problems created by its neighbour will land up in the residential roads across the borough boundary.


The council should act immediately on grounds of safety with temporary restrictions on Bexley Road.


Greenwich is set to press ahead with its proposals for a CPZ at Avery Hill but if Bexley continues with its objections, it will prompt the intervention of the Greater London Authority who might decide to trigger a public inquiry.

intersection with Bexley Road. With the council dragging its feet on the matter, the build up of absurd parking, heavy traffic and students travelling to and from Crown Woods it is only a matter of time before a serious injury or death occurs.


The council plans to alleviate the worst of the problems by creating double yellow-lined no parking zones in key areas, including the junction with Riefield Road and alongside the new pedestrian refuges, designed to cut speeds along the road.


The problem of parking at Avery Hill has been exacerbated by a cut in the provision at Crown Woods, down from 143 spaces to 97 at the new premises.

The council’s CPZ plans also involve pay and display car parking for the shops at Avery Hill and charging park users 20 pence for leaving their vehicles in the rose garden car park for 90 minutes, after which they would be required to pay £1.


Meanwhile, residents have turned down proposals for new CPZs at Well Hall and Kidbrooke following public consultations. Both were proposed by the council following lobbying from local residents on streets affected by station users.


An extension of the Eltham Station CPZ up to Rochester Way was turned down by two-thirds of residents; at Kidbrooke, the proposal was for a CPZ in streets off Kidbrooke Park Road. This was rejected by nearly 60 per cent. Residents in both areas were swayed by the new charges
