Council Budgets On
20 October, the Chancellor of the Exchequer, George
Osborne, announced the much anticipated outcome of this autumn's Comprehensive Spending Review (CSR), explaining how he intends to make the savings he believes are needed to restore health to the public finances.
There is no doubt that, no matter which party is in power, economically we need to reduce the nation’s debt and the waste of interest payments. We currently pay in the region of £43 billion in interest a year. This is a mill stone holding the country back, in fact the pain is longer and worse for everyone if the deficit is not dealt with and the sooner it is reduced the better.

The fairness and way the CSR has been done is open to debate but at its heart is equality impacts, and hopefully these will bring balance in a way that promotes future fairness and future prosperity.
Local Government
The full effect on Greenwich Council is still unknown as the fate of some grants totalling £48 million is still pending, however what has been identified are changes to the grant and distribution formulas will result in an estimate loss over the next three years of £42 million.

2010 to discuss proposed reductions in spending and increases in fees and charges. Some of these changes will require equity impact reviews and consultation with those effected, however many will be implemented without further comment, and some have already been introduced.
The spending cuts, and charge increases are wide and varied, too many to go into in this article. However we have highlighted some that will impact.

     Cuts
These cuts are needed to balance the books after the reduced hand out from central government.
However missing from the
spending cuts, it seems, is mention of the 'Greenwich Time', which the council maintains pays for itself, the box at the O2, the £30,000 spent on the mayoral inauguration party.
There are other areas conveniently overlooked like the Great Get Together, money spent on PR companies,
and
the Greenwich festivals. Increases
Some of the increase seem heavy, without any major cash benefits. The proposed increase in allotment fees is breathtaking, almost fourfold.
The increase in resident permits seems to be no more than a tax. The controlled parking zones were introduced to prevent commuter all day parking, not to raise revenue. When introduced residents were told that the permit price was pitched at covering the cost of the scheme, not as a revenue raising exercise.
That seems to have gone out the door in the council's cash crises.
