Too many police chiefs? - A review of police strength and costs in England & Wales 2010

INTRODUCTION

No forces are exactly alike, but those facing similar policing challenges can be compared using, for example, their average cost per head or their average crime rates. If your force is outside the average - perhaps because it has a low number of officers or because its costs in some areas are particularly high - there may be a good reason. But you are entitled to ask why.

The profiles show members of the public and the police service how many officers and civilian staff their force has, how this has changed over time and what they are working on.

Two other documents proved useful in exploring the police strength, rank numbers and costings. These are:-

The former details the police officer and staff strength as at 31st March 2009. The latter

looks at strategies for implementing cost cutting within the police service whilst protecting the quality of service delivery. Both these reports, the HMIC value for money profiles and current police pay scales have assisted with the production of the analysis and conclusions contained in this report.
