Too many police chiefs? - A review of police strength and costs in England & Wales 2010

Police pay analysis by rank—officer numbers as at 31st March 2009 The preceding page contains the numbers of officers, listed by each rank, within each of the 43 police forces of England & Wales.

Much of this information is contained in the Home Office Statistical bulletin on police strength. The full document dated July 2009, can be examined at:- http://rds.homeoffice.gov.uk/rds/pdfs09/hosb1309.pdf

However, this document lists the ACPO ranks above that of Chief Superintendent as one total per force. For the purposes of this report, we wanted to identify what the number comprised of, what ranks and how many, in order to arrive at an accurate strength and costing.

We were able to confirm these ranks and numbers from previous freedom of information requests made by us in our police response numbers enquiry, detailed in our reports on http://thinbluelineuk.blogspot.com Where the information was not readily available from the FOI requests, it was sourced via the respective force websites by searching organisational structures and charts on display.

The three reports in this series were highlighted “ACPO ranks” (above Chief Superintendent) “SMT—Senior management Team” (Chief Superintendent down to Chief Inspector) and the “Non ACPO/SMT ranks” of Inspector, Sergeant & Police Constable.

ACPO Ranks totalled 221 within the force numbers. The ACPO website http://www.acpo.police.uk however states there are currently 349 members of ACPO, suggesting that there are 131 officers of ACPO rank, drawing an ACPO salary, assigned to a non force operational role.

140,863 Non ACPO/SMT ranks occupy: 97.47% of the total number of officers. These percentages will become more relevant when comparing the salary costings later.

0.15% of the total number of officers. 2.38% of the total number of officers.
