WORKING WITH Southern Water, South East Water and Portsmouth Water, 4Delivery (4D) is the consortium responsible for delivering AMP5 water and wastewater improvements across the South-east.
Comprising Veolia Water, Costain and MWH, the consortium has completed the Brighton and Hove project, which it designed and constructed. The project recently won the Civil Engineering Project of the Year (over £50M) category at the 2013 British Construction Industry Awards. 4D’s workload is continuing with the £20M Portsmouth Flood Alleviation Scheme helping to protect Portsmouth during heavy rainstorms. Other works will include completion of the £25M Millbrook Water Treatment Works extension project in Southampton Docks, along with progression of around 50 other projects. Moving towards AMP6, the consortium said that with

constructed the Brighton and Hove project
the emphasis on TOTEX it is inevitable that there will be a change in delivery models for AMP6. It said the water industry’s AMP6 procurement strategy is gradually becoming clearer and with this,4D and its parent companies will be able to assess how best they can respond to the demands and expectations of the emerging marketplace ahead of AMP6. 4D is one of the longer serving consortiums in the water sector having been established in 2005.
It has delivered more than £1B of environmental improvement works across the South-east. It has the capacity to provide services across the entire asset management life cycle including: • Solution modelling • Outline and detailed design
• Construction • Commissioning • Asset integration and optimisation
• Operations and maintenance

THE DWR Cymru Delivery Alliance (DCDA) delivers Dŵr Cymru Welsh Water’s (DCWW) AMP5 capital investment programme. It was established for the 2005-2010 AMP4 programme and has carried through for the current cycle.
The alliance partners comprise Imtech Process, Black & Veatch; Costain, and Morgan Sindall.
DCWW has followed a collaborative procurement approach for its investment programme since the mid- 1990s.
The creation of a multi- partner alliance provided the opportunity to share common processes and systems and disseminate best practice via a number of working groups. The utility’s aim has been to create a “one team approach across the business. The alliance has established a collaborative environment in

which DCWW and its asset investment partners can work. The DCDA is tasked with improving performance year- on-year in line with DCWW’s vision, while minimising the cost to the customer while improving the overall quality of the product and assets to deliver them.
AMP5 projects that have involved the alliance include DCWW’s Cwellyn Water Treatment Works, and the £60M Advanced Digestion programme, with the two plants created at Cardiff and Afan, and clean and wastewater programmes throughout south Wales.
