Following TVBEurope’s report on UK local television in April issue, new developments have been announced by Comux. Holly Ashford reports

Full speed ahead for local TV

ED HALL, chief executive, Comux UK revealed that a funding contract has been signed with the BBC; suppliers TSL and Warwicknet are on board; recruitment is underway; and that the majority of local TV sites have been designed and are under construction. The first local TV channel is on track for broadcast in November of this year, with further channels scheduled for 2014. Comux has been the

“lucky winner” of the BBC’s £2.5 million grant which will support the build of the local TV network, Hall said. The BBC Funding Agreement follows a “very long and detailed negotiation with the BBC” which has given Comux the opportunity to “press the green button on a lot of things that up until now, had been happening in the background.” The grant has reduced the cost of entry for local broadcasters, and “thereby makes local

television a more sustainable business model.” Comux had three key

objectives. Firstly, to build a central infrastructure and manage the local and national TV streams. Hall also described the need to “deliver those services at a price that makes sense.” Finally, there was an

obligation to create public awareness: “we need to make sure that people know local TV is coming. That’s what our management, staff and business is designed to do.” So where is local TV at now?

Comux has access to £25 million, and has executed two of their major supply contracts. Every licensee will be linked with the company’s network operations centre in Birmingham, which will be connected to each transmitter site — this service is provided by Warwicknet. The provision of automation, playout and control systems will be provided by TSL. Comux still has another two or three substantial contracts, which the company is “close to agreeing terms of.” Comux will provide fixed services: provision of access to the central network, to the playout and scheduling tools as well as some media asset management. However,

anything additional to these core services will be offered by other companies. Hall said, “we don’t think that the state aid should be used to support those services.” Putting a focus firmly on

regionality, Hall said it is “very important to make it blindingly obvious that this is not a London business”. Instead, the ethos of Comux is to “support, sustain and grow television activity outside of London.” This will begin in November 2013 with Grimsby, which will “signal the launch of local television.” Then, the license timetable begins and Comux will be in a position to sell the two semi-national DTT streams. Again, Hall pushed the importance of localism, and commented: “the individual channels are individual businesses of their own: we’re not accountable for them, they’re not accountable for us.” www.comux.co.uk
