OBITUARIES Ian Marsh


The electrical industry has paid tribute to Ian Marsh, the technical manager for ELECSA who recently passed away after a long illness. He was 49. Ian joined the ECA in May


1998, initially as technical assessor and then as technical manager. A Fellow of the IET, he was widely regarded as helping to improve standards across the electrical industry. Steve Mitchell, divisional director of ECA,


and Ian’s boss, paid tribute to him: ‘Ian was enthusiastic for his work and colleagues. He understood the technical issues, but he also appreciated the realities contractors face and could often fi nd a practical alternative. He understood people and was able to convey electrical standards in everyday language to ensure the message got through.’ Ian’s day job involved him in regular


contractor assessments. He can be linked to the development of ECA technical membership standards as well as Part P. He was fundamental in helping to build the technical backbone of ELECSA that is so valued


by its registrants. He played a pivotal role in forming the technical committee organised by the Electrical Safety Council to discuss issues arising from the 17th Edition of the Wiring Regulations. Steve Mitchell added: ‘We have received many tributes and kind words from people right across the industry who revered Ian for his total dedication and enthusiasm. He was an exceptional colleague and will be greatly missed by all of us.’ Ian leaves a wife and two sons.


Vic Parkin


Vic Parkin died on the 27 September 2012 following a long illness. He was 67 years old. Vic was a very active member


of the ECA. He served as a branch chairman and on the


South Wales REC many times, for more than 20 years, including as its chairman in 1994 and 1995. He also served on many ECA standing committees, mainly in relation to membership development and marketing from 1998 to 2012, and was the South Wales representative


on the ECA Council from 1999 to 2011. Vic was well known, and liked, by his


peers and staff at the ECA, especially for his enthusiasm for, and love of, the ECA and everything it stands for. He will be missed by all who knew him. Vic leaves a wife, Angela, two sons, Jeremy


and Marcus, and an extended family. Richard Bailey


Richard Bailey was an ECA past president (1990) and a honorary fellow of the ECA. Richard also served on the Joint Major Contractors Group (JMCG) and ECA Council for many years as a


JMCG representative, and held many other positions in the association especially at branch and REC level.


He died suddenly from a heart attack on 26


September. He was extremely well thought of by his peers and staff at the ECA, and will be greatly missed. He leaves a wife, Lesley, and two sons Martin


(also ECA past president) and Stephen, as well as his extended family.
