Graham Morphew was voted on to the BPA Council in July this year, and has since been appointed as managing director for APCOA Services Group


G


raham Morphew worked as enforcement services director for APCOA for the last three years, and has worked in the parking services profession for seven years. Prior to this, Morphew worked in a number of roles in the retail and customer service sectors, including positions with Comet and Scottish & Newcastle.


He put himself forward for election onto


the BPA Council, as he believed he could offer a wide range of skills, knowledge and opinion gained from working at a senior level for a parking company that provides services across all parking sectors in the UK and Europe. During his time in the parking profession, Morphew has been responsible for more than 50 local authority parking enforcement contracts in the UK, worked on parking projects in Europe, Russia and the Middle East, and offers a breadth of experience gained in a wider business context. Following his appointment to the BPA Council, Morphew said that he put himself forward to become a council member as a supporter of the BPA because he wanted to make a difference. ‘I wholly believe in this profession. I was delighted to be elected and am looking forward to using my experience to contribute to the strategic development and decision making process that determines the future of our profession. ‘We are living in frugal times due to the current uncertain economic climate, while at the same time our profession continues to grow in diversity requiring further investment to provide fi rst class services to clients and customers. ‘As a BPA Council member, I aspire to use my experience to infl uence positive changes

within the parking profession, to support innovation and fi nd real effi ciencies and improvements for the future.’


One area of our profession that Morphew is keen to develop is the future role of the civil enforcement offi cer (CEO). He believes that many street-based services delivered by various departments of local authorities could be carried out by one, highly skilled and trained uniformed person. This would lead to effi ciencies in cost and improve the overall quality of the service delivered, as well as change the perception of a CEO in the eyes of the public.


He also believes that inconsistencies created by local authority enforcement regimes are unfair when considered through motorists’ eyes, such as differing observation times in neighbouring authorities. If we were to start again from scratch, he believes, we would approach this whole area differently. He is also keen that motorists believe they are getting good value for money when using off street car parks.

He says: ‘While I understand that most people would rather not pay at all, I think they are more accepting if the car park is well laid out and maintained, with good lighting and an overall feeling of safety, ideally with Park Mark accreditation. Road users then feel they are getting something back for their parking fee, which of course they are. Morphew is looking forward to working alongside the experienced colleagues on the BPA Council and getting more involved in the current challenges that face our profession.
