Q&A ASK THE EXPERT
Controlled PARKING
Alpha Parking answers your technical questions ZONES
required for the fi rst zone as well as an entry sign for the adjacent zone?
in its 2006 report on Parking Policy and Enforcement, claimed that controlled parking zones ‘must have signs at their entrances and exits to inform drivers about the restrictions’. However, what happens
Q A
The answer is no, but it isn’t straightforward. The House of Commons Transport Committee,
If there are two controlled parking zones adjacent to each other, is an exit sign
when you go from one zone into another? The legal requirements for traffi c signs are set out in the Traffi c Signs Regulations and General Directions 2002. Regulation 4 defi nes a controlled parking zone as an area where, amongst other things, each entrance is indicated by a zone entry sign. However, there is no corresponding requirement for zone exit signs. Does that mean that such signs are unnecessary? Not in most cases.
Beyond the bare legal requirements, good signing practice is defi ned by the Department for Transport’s Traffi c Signs
Manual. This says (in paragraph 12.12 of Chapter 3) that the end of a zone ‘is indicated by’ the appropriate zone exit sign. It also goes on to say: ‘Where one zone ends and another commences, the zone end sign is replaced by the zone entry sign for the second zone.’
Councils wishing to demonstrate good signing practice and avoid unnecessary challenges should follow this advice.
