These days, fortunately, there are many other ways of expressing one’s thoughts and the BPA, through its Master Plans, is calling on its members to lobby government, using this altogether much more civilised method of expressing concerns.


T The economic wellbeing of our town centres


is very much in the news nationally and at our recent Annual Conference, in partnership with the Association of Town Centre Management (ATCM), we focused on town centres. The BPA Master Plan says this:


‘We want to see the UK’s towns and cities revitalised and the role of effective parking and traffi c management in achieving this properly recognised. This includes the need to allow local authorities to enforce moving traffi c contraventions, which will reduce congestion, accidents and improve accessibility.’


Experience over the past 12-18 months in Aberystwyth, ably demonstrated at the annual conference, shows just how important it is to be able to manage the streets

Taking control Proper and effective traffi c management is absolutely essential. Without this, our high streets will become more congested and costs to local authorities will increase without signifi cant economic benefi ts. Congestion is bad for the environment and costly to business and commerce, and so government is seeking to reinvigorate town centres. The BPA promised to work with the ATCM and others to bring about a better understanding of the contribution that effective traffi c and parking management can provide in the town and city centres. Traffi c authorities should be able to carry out enforcement of moving traffi c contraventions as well as providing and controlling parking services. The BPA, with the ATCM, the Local Government Association and Local Government Technical Advisers Group, are
