How can I work as an installer? Installers have to be approved and accredited in order to be employed on a Green Deal scheme. ELECSA, the ECA registration body, can carry out this accreditation, as can other registered schemes. The ECA is having discussions with DECC on simplifying the process of accreditation for members and ensuring that electrical and building services contractors not directly associated with Green Deal Providers get a share of the work available.


What about renewable energy schemes?


DECC has stated that renewable energy schemes, such as the installation of PV systems, are eligible for Green Deal loans but that Feed-in Tariffs should not be taken into account when calculating if the scheme meets the ‘Golden Rule’. This will mean that the customer will probably have to fund a proportion of the cost of installing renewables directly – which could be in excess of 50 per cent – with the remainder funded by a Green Deal loan. By the time FITs are applied for, the building must achieve at least a ‘D’ EPC rating.


The reduction in energy bill for the building must exceed the repayments on the loan so that there is a saving due to installing the chosen efficiency or renewable


energy measures


How can the ECA assist me? The ECA is working with DECC and other groups to ensure that ECA members are included in the installers able to carry out work under the Green Deal. We are also active on PAS 2030, the draft standard covering competency and allowable measures. We can provide extensive advice, and ELECSA is able to carry out the certification process that qualifies a contractor to act as a Green Deal installer.


How can I find out more?


The ECA has created an ‘Energy Solutions’ website for registered members. This is a discussion and information forum that covers the Green Deal, renewable energy systems and energy efficiency measures. Any member can register by simply going on to the web forum site via the ECA member’s website and following the simple instructions. An ‘Energy Solutions’ telephone hotline is also available, which members can use for advice on all energy matters.
