ECA takes lead role on Green Deal standard


THE DEVELOPMENT OF PAS 2030 IMPROVING THE energy effi ciency of existing buildings continues, with the extension of the annex of energy effi ciency measures that are available to customers under the Green Deal. A new PAS 2030 Generic Steering Group (GSG) is overseeing the new annexes and updates to existing annexes. Members of this group have been invited by BSI as experts with a wide interest in the Green Deal, and Paul Reeve, ECA head of Business Practice, is representing the ECA on the GSG. Meanwhile, BSI has also set up ‘Measure Expert Groups’ (MEGs) for each of the newly identifi ed measures. These members have been invited because of their expertise on a particular measure, and Giuliano Digilio, ECA head of Techncial, has been invited by BSI to join the group on lighting systems, fi ttings and controls (including roofl ights, lamps and luminaires). In this role, the ECA will be advising on the survey, installation, competence and information requirements for the installation of energy effi ciency lighting systems, fi ttings and controls. The new draft annexes will be reviewed by the GSG this month, before being submitted for expert review and public comment. The review process should lead to a fi nal set of additional measure- specifi c annexes and the publication of a suitably-revised PAS 2030 in December. This will ensure that the additional measures are in place by the time the Green Deal is fully under way in 2013.


WHAT’S NEW ON THE ENERGY SOLUTIONS E-FORUM?

he ECA Energy Solutions web forum is continuing to keep members informed on the latest developments in the energy world and to encourage discussion between members


on energy-related topics.


One of the initiatives that has been developed for ECA registered members is a fi nancial spreadsheet tool, designed to help members calculate payback and return on investment for existing and proposed installations. The ‘beta’ version has been available for testing and comment via the Energy Solutions e-forum site. It will be ‘locked’ very soon and will then be put on the ECA website for members.


Among the principal topics discussed on the forum, the Green Deal continues to cause confusion. The Department of Energy and Climate Change (DECC) has issued guidelines and a response to the consultation document. Unfortunately, solar photovoltaic (PV) systems – although listed as a permitted technology – will not meet the Green Deal’s ‘Golden Rule’ criteria unless a substantial percentage of the total cost of


the PV installation is paid up front. Feed-in Tariffs (FITs) cannot be taken into account for ‘Golden Rule’ calculations.


In other news, the EU has ruled that the UK’s reduced level of VAT for energy effi ciency installations and equipment is illegal, and the government must bring in legislation to remedy this. The government is considering its options.


The consultation on the cost control measures for the


Renewable Heat Incentive (RHI) has been issued even though, overall, the number of applications for the grant have been very low.
