DISPERSAL:

A MEANS OF INFILTRATING BOMBS ONTO AIRCRAFT

Recent attacks and plots against aviation have demonstrated that, in order to stay one step ahead of security, terrorists are resorting to the dispersal of component parts of improvised explosive devices as a way of infiltrating threats onto aircraft. Bruce Cochrane highlights the problem which emphasises the need for screeners to be trained to identify potentially threatening components parts as well as complete IEDs.

onto an aircraft. Until then most bomb attacks against civil aviation were the work of individuals and their aims were usually criminal rather than political. Suicidal acts, insurance claim-related murders and personal vendettas were the most common motivations. ‘Common’ is, of course, a relative term as such attacks were extremely rare.

the deaths of dozens of strangers in order to settle a grudge or make some easy money. The emergence of international

terrorism at the end of the 1960s changed all that. While the occasional suicidal act still occurred, the biggest threat to civil aviation came from those with a political agenda. The majority, though by no means all, of these agendas emanated from the Middle East and most of those revolved around the issue of Palestine. Throughout most of the 1970s, the greatest threat was

hijacking. Terrorists wanted to highlight their cause and the seizing of an aircraft served this purpose admirably. Indeed, the longer the aircraft could be held the greater the publicity generated. This brought about massive

improvements in aviation security, although the standards varied from place to place. The frequency of hijackings decreased from the late 1970s onwards, although they persisted into the 1980s. There were a number of reasons for this decline. Improved security was doubtless
