invaluable. The British Parking Association (BPA) is addressing this through its recently- formed higher education (HE) special interest group. Its work is driven by individuals such as Fiona Macey, travel plan co-ordinator at the University of York (pictured above). ‘I kept talking to people who could influence change,’ she said. ‘York is one of the country’s top 10 universities and I need to make sure that our parking is just as professional. But it isn’t our core business, and we could be better at knowing what we should be doing. Students are our customers – we want to provide a professional service and we need knowledge to do that.’ Sorting out car parking often falls into the lap of someone who, like Macey, has a broader remit aimed at reducing car dependency and encouraging other travel-to- work methods, such as cycling and public transport. with severely constrained car space around the university’s science park and new sports complex, where directional traffic flows must be managed. The knock-on impact of street parking caused by the university’s expansion also needs monitoring. ‘If it exceeds a certain amount then we have to pay for residents’ parking, and that costs a fortune,’ she said.


Playing catch-up


Macey has found that old habits die hard in some universities. ‘A lot still hand-write their permits – they don’t know that there are systems to do that for you,’ she says. ‘Even now, not everyone knows the difference between pay-on-foot and pay-and-display.’ The BPA’s HE group, though small, is growing; yet some of its target market still needs winning over.
