Helping to shape the future of business regulation & enforcement
The topic of better regulation and enforcement rarely excites interest in quite the same way as a new product or presence at a landmark exhibition. However, the role of regulatory agencies and how the hire & rental industry engages with them is crucially important to our sector. Safety is of paramount importance to the hire & rental industry and we expect to be regulated and for any incidents to be reported and investigated.
During the summer, government has been consulting on various better regulation themes. These have included the future of the Local Better Regulation Office (LBRO) and extension of the Primary Authority Scheme. In addition, the Department for Business, Innovation & Skills has sought views on transforming the approach to enforcement and invited business to suggest specific measures for improvement or deletion as part of the ‘Red Tape Challenge’. All this is in recognition that commonsense and effective regulation and enforcement is in the best interests of industry and the consumer, yet burdensome and gold plated regulation costs money and jobs. Getting business to help shape the regulatory landscape is a sensible and often-promised, yet rarely achieved, goal. As an industry, our relationships with the Health & Safety Executive, local authority trading standards and other agencies matter. Our strong safety and customer service credentials require an ongoing dialogue with enforcement authorities. Giving business the scope to frame goal-based standards and guidance is a better approach than ill-informed and remote enforcement. The recently published SafeHire private standard, produced with the support of the British Standards Institution and other recognised national bodies, is a great example of a proactive industry coming forward with a bespoke framework to help members improve, innovation and thrive. SafeHire components include proving competence in safety, health, environment and quality to help meet client demands for high standards of service. In addition, SafeHire participants can harness the process to demonstrate a well trained workforce to support customers - this in turn helps boost profitability. HAE views SafeHire as being part of the new approach to regulation and enforcement allowing trade associations to develop and shape criteria with their members to strengthen an industry and enhance the service to customers; not stifle competitiveness and increase costs resulting from inconsistent regulation. Our view is clear. Get to know the regulators and help shape a more effective and commonsense regime for the future of your business and of UK plc. Mark Bradshaw HAE Public Affairs
