Buyer beware


The Cleaning & Hygiene Suppliers Association (CHSA) is warning facilities managers to beware of


deficient toilet rolls after tests have shown that many do not match the specifications shown on the packaging.


The CHSA has been conducting tests on the products of non-members as part of the process of ensuring the validity of the CHSA’s Manufacturing Standard Accreditation Scheme covering soft tissue products. In the process it has found particular problems with toilet rolls of 320 and 200 sheets, the dimensions of the rolls not matching those on the packaging. Graham Fletcher, General Secretary of the CHSA, explained: “Our tests have found that there are two issues with the length of rolls; there are both fewer sheets than indicated on the packaging and the length of each sheet is being reduced and so is shorter than indicated. Combined these add up to a significant reduction in the amount of product being purchased. Buyers of soft tissue products should be very careful; one way to manage the problem would be to take up our offer of a free audit. Alternatively they could opt to purchase only from approved members of the CHSA’s Manufacturing Standard Accreditation Scheme.” Gordon Butt, the CHSA’s auditor has also found issues regarding the width of these toilet rolls. “Manufacturers are beginning to make significant compromises on the width of rolls, in order to save cost. By reducing the width they can reduce the cost of material by 10% or more, which is extremely advantageous in what is a highly competitive market. This is acceptable if the buyer is aware of the reduction, but if the dimensions are falsely described or the product is unlabelled, then the buyer may be being hoodwinked. In contrast, members of the Manufacturing Standard Accreditation Scheme must label the width or sheet length so that any change is apparent to the buyer.”


The CHSA is also warning buyers to be wary of buying soft tissue products from the internet. The law does not require the dimensions of products sold in this way to be labelled or otherwise made known and so there is no protection.
