Oklahoma electric cooperatives embrace advanced meter reading technology

By Anna Politano A

ccording to a recent report released by the Federal Energy Regulatory Commission (FERC), the nation’s electric cooperatives are aggressively deploying advanced meters, de- mand response programs and time-of-use rates to meet the challenges of service territories and increasing demand.

More than a quarter of the nation’s electric coop- eratives have deployed advanced meters on some or all of their systems, according to “2010 Assessment of Demand Response and Advanced Metering” re- port released by FERC. In Oklahoma, all distribution and generation & transmission cooperatives are using advanced meter technology in some shape or form. This technology is also known as AMR (Automated Meter Reading) or AMI (Automated Meter Information). According to Zane Howe, meter reading coordina- tor at Lake Region Electric Co-op, most Oklahoma co-ops began deploying advance meter technology

“It took us nearly three years at Lake Region to fully deploy it, but once we had a pattern going, it was an extremely smooth transition,” Howe said. Advanced meter reading technology has replaced paper meter reading and hand-held devices while enabling electric cooperatives to save on time, trav- eling cost, manpower, and gather information on members’ electric power usage.

According to FERC’s survey, co-ops continue to lead the industry in the area of advanced (smart)

meter deployment. The report also demonstrates that cooperatives have been and are actively pursu- ing time-of-use rates as a strategy for managing demand.

For example, Oklahoma Electric Co-op has re- cently launched a time-of-use plan for its residential and small commercial members for the peak hours of 3 to 7 p.m., Monday through Friday, said Bryan Hurst, automated distribution service area supervi- sor. The time-of-use plan has an off-peak rate per kwh (kilowatt/hour) and a peak rate per kwh. The goal of time-of-use plans is to help members and co-ops alike to conserve energy in order to pre- vent the need of building more power plants. Among other advantages, advanced meter read- ing technology has helped electric cooperatives to enhance communications with its members while explaining a bill, said Donna Perry, AMI data coor- dinator at Central Rural Electric Co-op.
