Dr.Anna Fay Vaughn-Cooke died peacefully on Wednesday,October 20, 2010 at Washington Home Hospice. She is survived by her loving husband, Denys Vaughn-Cooke; her children, Dr. Anika Vaughn-Cooke (Isaac Ewell) and Hamilton Vaughn-Cooke. She will be mourned by her brothers and sisters and their spouses, Joseph Boyd (Charlotte), Sandra Boyd, Mona Boyd (Kuma Kumahia),Monroe Boyd (Linda), Brenda Barnes (Nathaniel) and awide circle of devoted extended family,friends and colleagues.


Dr.Vaughn-Cooke received her Ph.D. in lin- guistics from Georgetown University in 1976. She became aprolific scholar in the field of linguistics, with seminal studies on language acquisition of African-American children. She was an influential contributor to the national debate on the language diversity of African Americans.


Dr.Vaughn-Cooke served as Associate Provost and Dean of the School of Graduate Studies and Research at Florida A&M University.She was Vice-President for Academic Affairs at the University of Maryland, Eastern Shore. She was aprofessor and chair in the department of Language and Communication Disorders at the University of the District of Columbia from 1973-1997. She began her career as alinguist at HowardUniversity.She was aFulbright Scholar and received numerous national awards for her scholarly contributions and academic leadership. She was aboardmember of the Center for Applied Linguistics in Washington, DC.

Lt. Col. (Retired) Charles Obermeyer,a resi- dent of New Kent County,Virginia, passed away peacefully on October 17, 2010. Charles was born in Hudson, New York, 95 years ago.Hewas an Eagle Scout with Silver Palm, agraduate of Poughkeepsie High School, attended the Gary School for Boys,and graduated from Dartmouth College.Hejoined the United States Army on December 8, 1941. He was awarded the Distinguished Service Cross,the Bronze Star,and the Purple Heart duringWorldWar II asamember of the United States Infantry. He also served in the European and Far Eastern theaters of operation as well as many state-side duty assignments.Hewas well known for his love of skeet shooting and model railroading, and he and his son Frederick operated the Obies Trains model railroad store in Alexandria, Virginia for many years after his retirement. He resided in Northern Virginia for 32 years after his retirement before moving to New Kent County,Virginia to be with his son Charles. He is predeceased by his wife,Angela Frances Sepe Obermeyer;two sisters,Ruth and Arlene,and two brothers,Sherwood and Elwin. He is survived by his five sons, Charles II, William, Robert, Edward, and Frederick; seven grandchildren, two great- grandchildren, and many nieces and nephews.Hewill be laid to rest with full military honors at Arlington National Cemetery on January 31, 2011. His final words were taken from General Mac Arthur’sfarewell speech: “Old soldiers never die,they just fade away.”

Garrett graduated from Army Jumpmaster School, Army Ranger School, Vanderbilt University (where he was aDEKE), and the Landon School. He deployed once to Iraq, wherehewas awarded the Bronze Star Medal, and twice to Afghanistan. At the time of his death he was in the Army’s1st Battalion 10th Special Forces Group (Airborne). Beforethat he served in the 101st Airborne Division (Air Assault). He was posthumously awarded the Meritorious Service Medal.

Garrett died at Walter Reed Army Medical Center of complications from abrain injury.Heissurvived by his wife, Heather Slaughter of Stuttgart, Ger- many; by his father,Scott Slaughter of Chevy Chase, Maryland; by his sister,Evelyn Slaughter of the Tulane School of Medicine; by many aunts, uncles, nephews, cousins and friends. He also leaves his beloved dog, Beary.


His mother is the late Meredith McCoy of Chevy Chase, Maryland. Garrett spent every minute he


Garrett lived life intensely,whether he was running with the bulls at Pamplona or playing international rugby.Hewas best when working with aband of brothers, whether on patrol or on asoccer field. No one ever had amoreloyal or loving friend.


In his death Garrett gave the gift of life. His heart and liver weretransplanted into separate Washington area recipients. One of them now has the heart of awarrior.


Garrett will be buried on Monday,November 8, 2010, at 11 a.m. in apublic ceremony at Arlington National Cemetery.

Ohio on July 3, 1930. He graduated from North Canton High School in 1948. As asenior he was President of his class, editor of the paper,member of the National Honor Society,co-captain of the football team, lead of the school musical and more. This level of involvement and commitment set the tone for his life. He was awarded many scholarships and chose to attend the University of Utah with the NROTC and graduated with aB.A. in English in 1952.


He completed flight training at Pensacola, Florida and Hutchinson, Kansas and received his Navy Pilots wings in August of 1954. He joined Patrol Squadron 6and flew in Hawaii, Guam, Japan and Alaska. He attended Naval Leadership School in Newport, Rhode Island and taught leadership at the University of Washington for two years. In 1960, he became amanagement intern with the federal government.


He had adistinguished career with the federal government whereheserved as the Personnel


Passed away October 21, 2010 sur- rounded by his loving family,at Inova Fairfax Hospital after along, brave battle with on-going health challenges. He was born in Canton,


The President of the United States recognized him as aMeritorious Executive in 1980 and 1984 and as aDistinguished Executive in 1991. He was recognized as aSenior Fellow of the Institute for Land Warfare, Association of the U.S. Army; amember of the Society for Human Resource Management; and acharter member of the Federal Section of the International Personnel Management Association. Other honors included ayear of study at the Woodrow Wilson School of Public and International Affairs, Princeton University.Inretirement, he served as Senior Research Associate with the National Academy for Public Administration.


His interests included hiking, walking, reading, singing, whistling, fishing, and George Mason Basketball.


Mr.Sumser is survived by his wife of 58 years, Carol Sumser; his children, John, Brion, Chas (Sally) and Anne Marie Sumser and other family members Erin Cloyd Sumser and Colleen Gildea Sumser.Also, missing him deeply arehis five grandchildren, Bridget, Raymond, Sam, Maddie and Kate Sumser.Extended family includes two brothers and four sisters, many nieces and nephews, and aloving community of dear friends.
