reduce enforcement action caused by motorists in contravention of parking regulations in the areas surrounding hospital and university sites.


New approaches After the conference, the BPA proposes to set up two new initiatives for these sectors: the Healthcare Parking Network and Higher Education Parking Network. Te BPA has sought to better engage with both of these sectors for some time and it is hoped that these two new groups will be a big step towards achieving this. We believe there is currently no other forum that


specifically addresses the important issue of parking management for hospitals and universities and we believe the BPA membership has the necessary breadth of knowledge to fill this gap and provide a wider view from other sectors within parking. In turn, we hope this will prove to be beneficial


for existing members in providing a clear channel of communication with both of these important players in the parking industry. Te conference will provide an excellent


opportunity for networking with colleagues, old Introducing…


Colin Cram will be leading the Masterclass on Efficient Management and Procurement for Public Services. He has


held senior positions in the public sector for the past 30 years, including central and local government, higher education and the wider public sector. He has been responsible for initiating and implementing innovative strategies for procurement, shared services, outsourcings and organisational re-engineering. Cram has created and managed


several pioneering joint and shared service procurement organisations, influencing spend of up to £7bn a year. As a founder member of the Central Unit on Purchasing, he created and led the Research Councils’ Procurement Organisation, the Benefits Agency Contracts Organisation and was first director of the North Western Universities’ Purchasing Consortium. Latterly he was director of the north west Centre of Excellence, creating and delivering collaborative opportunities in procurement and shared services for 47 local authorities.

of Purchasing and Supply, Cram has been appointed a senior adviser to the Office of Government Commerce and is a member of SOLACE (Society of Local Authority Chief Executives). He is a regular speaker at national and international conferences and training events, and is a regular contributor to professional journals. He has been a member of European working groups on procurement, innovation and sustainability. He runs a successful consultancy, Marc1.


Richard Moore (I.Eng MICE) will be delivering a paper on parking policy and how it is key to local transport plans. He is a


civil engineer with more than 25 years’ experience at various local authorities where he has undertaken both client and consultant roles in traffic engineering, highway design and construction and project management. He has been responsible for transport and parking policy at the Canterbury City Council since 2005, where he heads up a


team of 11 staff and manages a budget of more than £6m per annum. Unlocking the Gridlock is the name of the new Canterbury District Transport Action Plan, which was the subject of a series of public consultations over three years. The amount and location of car parking spaces has a direct influence on travel patterns. As such, the Canterbury Parking Strategy, which Moore has been deeply involved in, is a vital part of the council’s transport strategy.


Michael Lee will be looking at efficiency and how it is an integral part of sustaining services. He is a property procurement


professional with more than 25 years’ experience, primarily in the private sector. Recently, Lee joined Hampshire County Council, leading on the south east Improvement and Efficiency Partnership. Currently, Lee is programme manager for the new National Improvement and Efficiency Partnership (NIEP) for the Built Environment.
