At the BPA President’s Reception, transport minister Norman Baker, spoke of the importance of better regulation for parking enforcement on private land. The BPA recognises that wheelclamping is unpopular and agrees that better regulation is necessary. It is also acknowledged by everyone that landowners have the right to manage vehicular access on their land. When a driver persistently flouts the rules sometimes the application of a wheel clamp is the only effective means of enforcement. Consequently, we are opposing the total ban and


seeking better regulation through licensing. Additionally, the government must change the law regarding driver liability where vehicles are ticketed on private land to introduce some form of owner liability or to require the keeper to identify the driver of the vehicle if they themselves were not driving at the time.


I am committed to work on behalf of our industry,


its members and landowners to ensure that new laws are fair to all – landowners, car park management companies and motorists.

At the last Parking Forum meeting, Kelvin Reynolds gave a presentation and led a discussion on the


CLAMPING CONCERNS


With the development of the Independent Appeals Service and a new Scheme of Sanctions, the Approved Operator Scheme (AOS) team has had a busy summer. The Head of AOS, Steve Clark, joined us at the beginning of August and an introduction to him will appear in next month’s Parking News. The proposed clamping ban has led to the team spending long hours on the telephone and email listening to the views of the members and answering questions about BPA’s plans moving forward.


These views and concerns are being collated to develop a strategy to ensure that any legislation is as fair and reasonable for all parties as possible. At the time of writing, this feedback had just been presented at a special AOS board meeting. Patrick Troy has been invited to meet the DfT and the Home Office, and he will be meeting with transport minister Norman Baker and home office minister Lynne Featherstone later this month. ‘The day job’ carries on though, and our complaints administrator, Andrew Collins, has moved on to resume a Sports and Exercise Science degree at Portsmouth University. Collins has been replaced by Emma Bridgeman, a graduate of the University of Surrey with a degree in law.


LOCAL AUTHORITIES GET ‘TECCIE’ For many, the cost of

BPA membership will be more than met by what we can achieve working with TEC. A number


of areas were identified where improvements might be possible to improve the efficiency of this important service.


Master Plan for Parking. Although there was much lively debate with the plan receiving mostly positive support from the Forum. Te completed


objectives and communications strategy plan was presented at the meeting and is available to view on the Forum’s website. Actions to raise awareness of the Forum, which will highlight its work and encourage new membership, are


also in progress. A Position Paper


on parking and the economy is currently being reviewed and will shortly be published. Te next meeting

BUSY TIMES AHEAD


The agenda for the next Structure and Asset Management Special Interest Group (SAM SIG) meeting is a busy one; a full report to BPA Council about the group’s activities, the promotion of life care planning and plans to lobby government for legislation to improve asset management of car parking structures.


Graham Chapman, the Safer Parking Scheme (SPS) development manager for London and Chilterns will talk about promotion of the Park Mark and the proposed SPS Guidelines for New Build Parking Facilities.


The next meeting takes place on 17 September 2010 at Concrete Repairs, Cathite House, Willow Lane, Mitcham, Surrey CR4 4TU.
