PARKING IS E-ASY IN BRACKNELL


Parking operator VINCI Park has replaced Apcoa as the parking contractor for Bracknell Forest Council.


VINCI Park was awarded a five- year contract with a possible five-year extension for on and off-street parking enforcement and management of the council’s off-street car parks including two large town centre multi-storey car parks (MSCPs).


VINCI Park and Bracknell Forest Council will be making an investment into new parking equipment for the Council, which includes new pay-on- foot systems in the town’s two MSCPs and the replacement of pay-and-display machines at other car parks within the borough. The investment will also include a newly refurbished parking shop, a full notice processing service, cash collection and counting and banking services. As part of the


contract win, VINCI Park is focused on integrating its services with those already provided to the local community by the Council, and is working with the Council to see how people in possession of a residents’ card might be able to gain some advantage when using the Council car parks. This Council-led scheme offers deals to local residents in a large variety of local shops, restaurants and businesses in Bracknell Forest.

Multi-tasking officers


Civil enforcement officers (CEOs) will receive additional training from the police as part of a bid to clamp down on anti-social behaviour and crime in one London Borough. As part of a


contract win with the Royal Borough of Kensington and Chelsea, NSL officers will join forces with the Metropolitan Police for a new agreement called Partnership Plus. Te agreement


details how CEOs will assist police with their operations, including: training from the police to make them more skilled at reporting street crime; receiving briefings on particular incidents where police are looking for more information; assisting police with special operations, such as Blue Badge fraud; and vulnerable vehicle schemes, where motorists are reminded


not to leave valuables on display. Te agreement also


means police commit to increased support for CEOs, so they feel they can do their jobs safely.


Tis means police will


commit to ensuring that all assaults or abuse of CEOs are investigated and, where appropriate, the offenders prosecuted. Tey will also assist with conflict resolution training to ensure CEOs are equipped to deal with difficult situations.


The increased use of cameras to enforce road safety or to keep traffic moving will yield higher charges

Simon Rose, said, ‘Te enormous benefit this initiative brings to the borough is the additional eyes and ears, preventing thefts from parked cars where valuable property has


been left on display, the support combating Blue Badge fraud and the additional resources for intelligence collection in higher crime areas. Tis initiative will contribute to making the Borough safer still.’


LOW COST, HIGH QUALITY It’s the million-dollar question for any small car park owner or operator; how do you implement parking payment and control solutions without high equipment costs? Parkmobile claims to have the solution through its integrated parking management system. It’s low cost, quick to install and yet is very customer- friendly and means motorists do not need cash to pay for parking. The YMCA in Basingstoke and


Freeman Construction in Cheltenham have both employed Parkmobile to set up their parking systems.


In Basingstoke, parking is now via Parkmobile’s pay-by- mobile-phone parking system. Customers start and finish their parking with a telephone call, while at the Freeman site in Cheltenham, the same Parkmobile system works in a slightly different way – customer’s buy time in hour blocks, selecting their parking time.


Hayley Coombs, marketing manager at Freeman Construction explains how Parkmobile helps parking enforcement. ‘Our enforcement staff use GPRS-enabled mobile phones to access Parkmobile’s database. The


database lists all the vehicles that have paid to park, so we can see at a glance who has paid to park. If parking has not been paid for, we’ll issue a civil enforcement notice.’ Motorists with a


smart phone can use a mobile web parking application to pay for parking and download parking VAT receipts.


Managing director of Parkmobile Peter O’Driscoll, said: ‘We’re a great option for small car park operators and owners because our systems are low cost to implement. ‘We provide advanced system functionality in these car parks that works well in privately- owned or local authority car parks.’
