Road Traffi c Act passed – decriminalising parking and allowing the introduction of Red Routes (fi rst seen on major routes in London, later to a lesser extent in the West Midlands and Edinburgh)


Secure Car Parks initiative piloted by Thames Valley Police. Following BPA support and advice, ACPO (Association of Chief Police Offi cers) adopts the scheme throughout England and Wales from 1992


Growing membership: the BPA reaches 433 members in May; the
