WORRELL JAMES R.THOMASON Former U.S. Post Office Department Official

James R. Thomason, 96, of Washington, DC, died August 15, 2010, in Wailuku, Hawaii.

He was born in Sullivan Illinois, August 27, 1913, and grew up in Casper, Wyoming. His father, Carl Thomason, was involved in orga- nized labor, and was the Natrona County Clerk for 23 years. His mother, Frances Stiarwalt, was a talented musician.

James graduated from Natrona High School in Casper, in 1932, then attended Bradley University in Peoria, Illinois. In 1937, he received a Bachelor of Science Degree in Business Administration, and Economics, with minors in Political Science, and Music. He was President of Seta Pi, honorary busi- ness fraternity. Following college, he attend- ed graduate school in Washington, DC at American University, studying Public Admin- istration. He also attended Georgetown Law School.

From 1942-1946, he served in the U.S. Army as an Investigation Agent with the CID (Crim- inal Investigation Detachment), supervising 14 agents in England, and France. His exten- sive investigations succeeded in breaking up major gangs in Paris, who were sabotaging allied efforts.

He returned to Washington, DC, and trans- ferred to the Bureau of the Budget in 1949, where he rose to become Principal Budget Examiner, with specialties in the Smithsonian Institute, and other agencies, principally the United States Post Office. During his 11 years at the Bureau of the Budget, he became convinced that the U.S. Post Office would have to move rapidly towards modern mech- anization techniques to handle the mail. He strongly influenced the consolidation of post office data processing activities, into six major centers, which saved millions of dollars each year. Gaining distinction and recognition for his post office expertise, he was offered a political appointee position by President Kennedy, as Assistant Deputy Postmaster

The decade of the 1960’s was an era when the post office went from hand-sorting mail to mechanization of mail sorting and mecha- nization in other ways. Mr.Thomason worked and led major mechanization projects during that decade, serving under five different post- master generals. His responsibilities included the design and implementation of the zip code, the cost ascertainment system, the postal data system, and the automated per- sonnel system. In 1968, he was promoted to Deputy Assistant Postmaster General and Controller, and received the post office’s highest award for his responsibility for the mechanization of the post office. The award stated that he “inspired all who serve with him”. He was the delegate to the Universal Postal Union’s executive committee in Bern, Switzerland in 1966, and 1970. He was most thrilled in 1969, when patronage was eliminated in rural carrier and postmaster appointments. This was a project he worked on. He retired from the U.S. Government in 1971, after 32 years of service.

Post-retirement, he worked as an interna- tional postal consultant for a consulting firm, and for the United Nations. He was active in many associations, and committees in Washington, DC, and stayed busy with trav- eling, Cosmos Club activities and enjoying music. He attended Calvary Baptist Church, Washington DC, from 1939 to 2006, where he was a member for 58 years. At Calvary, he taught a dynamic international adult Sunday School class, the Inquirer’s Class, for over 50 years. He served on Boards and Committees, and was most proud of leading much of the development of Camp Fraser, Calvary’s beautiful church camp near Great Falls, Vir- ginia.

Because his health began to fail, he left his cherished Washington, DC in 2005, in order to live with his daughter, Carol. They lived in Wailuku, Hawaii, from 2006 to 2010, where he died peacefully at home with his daughter and one of his devoted caregivers by his side. He leaves his daughter, Carol Thomason, of Wailuku, HI, and a grandson, Nicholas Folly, of New York, NY, as well as a legacy of honesty, spiritual devotion, internationalism, love of life, hard work, and conservation of nature.

His memorial service will be held at Calvary Baptist Church, 8th and H Streets, NW,Wash- ington, DC on August 29, 2010 from 1 to 3 p.m. Friends and family are all welcome. Burial of remains will be held at 2 p.m. at Cedar Hill Cemetery on Saturday, August 28. In lieu of flowers, donations in his name may be made to Calvary Baptist Church, Camp Fraser Fund, 755 8th Street NW,Washington, DC 20001 or the Audubon Center at Garden Creek, 101 Garden Creek Road, Casper, Wyoming, 82604.
