combat threat is “those that wish us harm can be small on numbers but big on weapons and effects” and do not have to slug it out toe to toe in the jousting list of a battlefield. An example of this is that the chances are that terrorists of one persuasion or another will acquire an effective amount of CBRN material. The target for this might be the civil population or it might be the armed forces actually involved in the conflict. Whatever the target the effects will be deadly and the repercussions profound, certainly reaching far beyond the target area - witness the worldwide surge in white powder incidents following a small number of such incidents in the US. However the response to this is not the general adoption of more CBRN equipment but the adoption of specific response equipment.


In a world where the terrorist has easy access to small quantities of explosives, the internet, and household tools and materials, in no time one was faced with a whole rash of self- educated bomb makers deploying IEDs that are simple, effective and very difficult to find. Some of these


IEDs are simple explosives but others are dual action devices because they have incorporated biological or chemical material around the explosive element of the IED. Not a biological weapon per se but who thought that the pathology laboratory of a deployed military hospital would become a key operational tool. Not only is it used for identifying the treatment required but also to identify the material and help tie the wounds to the device, the device to the bomber and the bomber to the ground and his prison cell. The fact is that that same hospital is delivering a new combat capability because it can help win hearts and minds by treating civilian patients in the combat area. Whether these are “casualties of violence” or “targets of opportunity” is irrelevant. The fact is it can be used to help remove the modern battlefield, the minds of the uncommitted, from the control of the enemy.


The somewhat different operational capabilities being required in today’s combat require different responses from industry. No longer are the industrial tools those of mass production, and building more

and more, faster and faster and cheaper and cheaper, but building new capability quicker and quicker, delivering it faster and faster and perhaps only for a short period of time and perhaps only to drive the enemy away from using a specific tactic for a short period of time so that a new mind winning initiative or precision strike can occur. In other words industry has to adapt to delivering technical battle winning capability in as precise and effective a way as the soldier in combat and perhaps for only a short period of time and in limited numbers. Changing and adapting what is delivered frequently and quickly to provide other battle winning increases in a different type of body count is new to the industrial battlefield.
