Whilst not taking away the possibility of major conflict, the fact is that for years the advanced democracies have through choice, technical difficulty or financial restriction been ill equipped to effectively engage in the combat element of modern conflict whilst still retaining the ability to deal with the previous, more commonly held view of what combat is about. The new
