is what to do when there are substantial changes requiring considerable resources. Hospital parking has been particularly controversial. CP Plus’s Paul Levene said that the scrapping of charges ‘led to wasted resources.’ ‘NHS trusts in both Wales and Scotland have had

to replace new signs and machines to support the ‘no charges’ regimes,’ he said.

Problem solved?

Fortunately, there is a technical solution. It is making a difference to the way motorists park. It cannot solve the communication problems that can arise when parking on private land, and it will not solve the sorts of problems that Levene was talking about at hospitals. However, manufacturers of variable messaging systems believe it can make a big difference on highways. In October 2009 Nottingham City Council announced a new variable message parking signs system supplied and installed by Siemens, as part of a project to help cut congestion and parking queues in the city. ParkSmart aims to establish a comprehensive car park guidance signing strategy by integrating traffic and destination management for five colour-coded and uniquely named zones in the city centre.

Te project includes the supply, installation,

commission and servicing of 44 modular, single- pole, car park variable message signs (VMS) and 40 non-VMS advanced directional signs in and around the centre of Nottingham. VMS will be used at important ‘decision making’

points around the city centre road network to inform motorists – in real time – of the availability of parking spaces in each of five distinctive colour- coded zones and several car parks. Te information will give the drivers confidence

to accept the guidance information, dissuade them from approaching full car parks, and thereby reduce congestion and minimise queuing. A similar scheme has been developed for

Stockport town centre. Stockport City Council identified a need for a parking guidance and information system in the town centre area. Tis is, in part, due to the large volume of parking available (with approximately 2,000 spaces in the immediate vicinity of the town centre and a further 3,000 spaces within reasonable distance from

the town centre). Te system uses full function

variable message signs. Tese will convey parking information and/or other traffic advisory information to drivers.
