Farewell to the voice of calm

Colleagues pay tribute to Richard Bickell, as he leaves the BPA (albeit on a semi-retired basis)

supervised the expansion of the database and the introduction of workflow management via the web- based assessment management system. His contribution to this has been invaluable.

He engaged with the Association of Chief Police Officers (ACPO) and government colleagues helping to develop the Scheme. He worked closely with the PR and marketing team to promote the Scheme across the industry and to the public. He was always looking for innovative ways to promote the SPS. I first met Richard Bickell in March 2004, and in the six years since then, have seen him grow in both stature and influence. Richard joined the BPA in 2002 as development

manager for the Secured Car Parks Scheme, covering the Greater London region. His previous previous knowledge and experience in the police crime prevention service and the great mutual respect he has with all the team members has no doubt been a great asset to the BPA. My experience has shown this not only to be true but well-deserved. When the Secured Car Parks Scheme became the

Safer Parking Scheme two years later, the Park Mark brand was launched and Richard made a valuable contribution to this work, through his involvement at head office with the marketing and PR team and putting in place of the procedures required for the new self-assessment approach. He also contributed to the development of the training scheme for Police Accredited Assessors. In 2006, with the role of the senior development manager ever expanding, it was decided to create a full-time operations manager post, for which Richard was a perfect fit. Under Richard’s management, team dynamics

improved. He assisted with appointing a successor to the London region and oversaw the expansion of the team capability during a period of rapid growth for the Scheme. As operations manager he

to settle and become established, along came the AOS. His role expanded again and he was promoted to head of operations. Tis included management of new staff and consultants employed to develop the Scheme. Again, Richard’s attention to detail and sense of fairness has contributed well to the establishment of the AOS and almost single-handedly, he created the Code of Practice. Richard has project managed the delivery of the Code with support from consultants in law, plain English and in conjunction with a task group formed with a team of AOS members. I can think of no

people! Te mutual respect Richard has developed with all of the BPA team and the membership over the years has proved to be a great asset and I will personally miss his sense of humour, comradeship and friendship.

It has been my pleasure to work with Richard since he joined the BPA in 2002 as development manager for the then Secured Car Park Scheme in the London area. When the scheme rebranded as the SPS, Richard was promoted to senior development manager and soon after head of operations covering both the SPS and the development and launch of the AOS. Richard has been a popular member of the BPA team and has always portrayed an enviable calm determination along with a keen

sense of humour – he will be missed by all of his colleagues.

So we all wish you well, Richard, though I suspect you will miss us dreadfully!

But if Richard thinks he can get away that easily he is mistaken… we are already planning a sponsored walk for the BPA president’s charity in the autumn along Hadrian’s Wall and Richard is in training for that by heading off to Italy on another trek. Good luck and enjoy your (semi) retirement…
