and use of network resources is therefore an essential as part of initial network plan- ning and development.


Real-World Deployments An example of a unique wireless deploy- ment by a public safety organization is a Proof-of-Concept (PoC) Public Safety Broadband Communications Network (PSBCN) using deployable infrastruc- ture by three regions in the state of New Jersey (JerseyNet).


JerseyNet aims to build a dedicated pub- lic-safety LTE network comprised entirely of deployables such as Cell on Wheels (COW), system on wheels (SOW) and point-to-point radio-based wireless back- haul. These deployables will be intercon- nected with other Radio Access Networks, wireline backhaul, and the LTE core. The entire infrastructure is operating on 700 MHz Band 14 spectrum licensed to the First Responder Network Authority. The advantage of such a PoC is to


demonstrate the ease of bringing up a fi rst responder network during an emer- gency. It will show that during disaster situations, a wireless broadband PSBCN network can be deployed on vans and trailers in rural areas while connected to the national network.


The unique drivers for a nationwide public safety network are the interoper- ability among states and various public safety entities due to the all IP-based network. PSBCN will foster the deploy- ment of uniform applications among ju- risdictions, states and fi rst responders. It also will enhance information and resource sharing.


As the PSBCN rolls out, advanced concepts in RAN development must be investigated and/or incorporated into PSBCN. These developments include Software-Defi ned Networking (SDN), Network Functions Virtualization (NFV), Cloud-RAN (C-RAN), carrier aggregation, cyber-security, encryp-


tion, data analytics and unlicensed LTE (LTE-U or LTE-AA).


Dr. Femi Adeyemi is the Lead LTE Solutions Architect at Fujitsu. In this role, he is responsible for engaging wireless operators and partners in the Wireless and Small Cells Ecosystem. He is a 3GPP expert with design, development and deployment experience. Femi has over 20 years of experience in the wireless and communications industry. Prior to working with Fujitsu, he led technology and product strategy for LTE and Voice in 3G/4G Macro and Femto product lines at Airvana Inc. He has also held various senior technical and management roles at Motorola, Engim and Elbera (a company he founded). Femi holds BS, MS, and Ph.D. degrees in Electrical Engineering.
