vote on a November initiative to form a nonprofit public distribution utility through a hostile takeover of the state’s two privately owned power companies. Our Power, a citizen
initiative, says it created the referendum in response to concerns about climate change and frustration over power outages and rate hikes. The proposed public utility company would gain control over transmission and distribution facilities. Maine power companies
only distribute power; they do not create it themselves. If successful, experts believe that other states might try similar initiatives.
