Kanka was murdered by a released sex off ender living in her New Jersey neighborhood. After a national outpouring of rage, Congress fast-tracked “Megan’s Law,” a federal regu- lation creating state and community notifi cation programs. Still, states had to formulate their own registration and


notifi cation programs, leading to loopholes and errors. Then in 2006 — spurred by John Walsh, host of TV’s “America’s Most Wanted” and founder of the National Center for Missing and Exploited Children — Congress passed “The Adam Walsh Child Protection and Safe- ty Act.” It required specifi c and uniform registration requirements for sex off enders in all 50 states. The law was named for Walsh’s 6-year-old son, Adam,


who was abducted in 1981 from a Florida shopping mall. His decapitated head was found 16 days later, and his body was never recovered. The man who confessed to


killing the boy, serial killer Ottis Toole, later recanted his confes- sion. Toole died in prison of liver disease in 1996 at age 49. The fi rst sex-off ender registry


was created in Missouri in 1991. Other states soon followed suit. The Walsh Act places sex

and failure to do so is a felony. Some loopholes still exist, however. With state bud-


gets becoming increasingly tight, many sex off enders slip through the cracks. In Alaska, for example, sex off enders who arrive from


other states are not required to register. And the Alaska Supreme Court has ruled that law requiring quarterly registration applies only to people who committed their crimes after Jan. 1, 1999, according to KTUU-TV.
