Competence in waste and recycling operations


ENSURING operations comply with the requirements of the relevant Environmental Regulator is a key responsibility for managers of waste and recycling operations. There are different requirements relating to technical competence in England and Wales, Northern Ireland and Scotland, but in this article we will focus on England and Wales. This is because they share a common scheme albeit managed through two regulators: Environment Agency in England and Natural Resources Wales in Wales.


If you have an environmental permit for a waste operation, you must join and comply with the requirements of one of two government approved schemes:


• the scheme run jointly by the Chartered Institution of Wastes Management (CIWM) and Waste Management Industry Training and Advisory Board (WAMITAB); or


• the Energy & Utility sector Skills Council (EU Skills) - a scheme run jointly by EU Skills and the Environmental Services Association (ESA).


You will need to specify which scheme you are part of on your application form as the environmental regulator will check your details against the database for the scheme you identify.


Each scheme operates in a different way, although they are not mutually exclusive in that the qualifications that form part of the CIWM/WAMITAB could also be used


effectively in support of the EU Skills/ ESA Competence Management Scheme (CMS).


CIWM/WAMITAB scheme If you join the CIWM and WAMITAB scheme, your managers will need to work towards gaining the scheme’s primary qualifications.


It is important to get official confirmation of the specific qualification needed from the relevant Environmental Regulator. The qualification is generally assessed on-the-job so the candidate requires access to an operational site to gather the evidence and complete the assessments working with a qualified assessor from an approved training provider.
