Illegal European gambling market reaches €12bn
Europe’s illegal online gambling market generated an estimated €12bn in net revenue during 2025, according to research commissioned by Euromat.
The study claims the market has tripled since 2019 and now represents around 25 per cent of Europe’s total online
gambling sector. Conducted by Regulus Partners and digital research consultancy Helios, the analysis covered 28 European markets. The researchers identifi ed regulatory restrictions, state monopolies, affordability checks and limited consumer choice among
factors potentially contributing to migration towards unregulated operators.
The study also highlighted cryptocurrency as an important factor in black-market growth, while affi liates can provide illegal operators with a cost-effective means of player acquisition.
Euromat president Jason Frost (pictured) said the research would support the organisation’s engagement with policymakers and law enforcement agencies. He warned that illegal gambling has implications for tax revenues, player protection and regulated land-based and online operators. Euromat represents Europe’s land-based gaming and amusement sector.
