operated VIP gaming segment, also paved the way for radical regulatory changes beginning in 2014, ultimately transforming the development path of the VIP gaming industry—driven to mass-market—by 2023.”

“In short, I would describe the most unexpected transformative developments in Macao’s gaming industry over the past 20 years in two dimensions: (i) the development of its world-class properties and facilities, and (ii) the shift in its business model from VIP-driven to mass-market gaming,” says Siu, who co-authored a book chapter titled “Ceremonial-instrumental dichotomy in the integration of the Macao gambling room model and the Vegas casino resort model,” which is forthcoming in China.

Las Vegas Strip: a story of stability

The Las Vegas Strip is a story of remarkable stability, with revenue growing from approximately MOP 38.4 billion to MOP 70.4 billion over a 25-year period. It has shown little volatility, weathering even the 2008–09 global financial crisis with resilience. In contrast, Singapore made an explosive entrance onto the scene in 2010, rapidly reaching around MOP 40 billion with just two casinos, before settling into a consistent range of MOP 32 billion to MOP 40 billion. A subsequent jump to MOP 44.0 billion reflects the expansion of Marina Bay Sands alongside a robust post-pandemic recovery. One important caveat to note: the figures for Singapore and Las Vegas measure slightly different scopes. The Singapore data covers the duopoly of Marina Bay Sands and Resorts World Sentosa, whilst the Las Vegas data represents the Strip exclusively rather than the whole of Nevada. Consequently, this comparison slightly understates both markets when measured against Macau’s territory-wide figures.
