El Gobierno dominicano ha reactivado su plan nacional de regularización para bancas de lotería, puntos de venta y otros operadores de juego, La reactivación fue dispuesta mediante el Decreto 197-26, firmado el 26 de marzo de 2026 y dado a conocer públicamente a mediados de abril, mediante el cual vuelve a ponerse en marcha el Plan Nacional de Regularización para bancas de lotería, puntos de venta, agencias, bancas de apuestas y demás operadores de juegos de azar en la República Dominicana. El objetivo declarado es culminar el proceso de depuración, validación y formalización del sector.
Según la comunicación oficial del Gobierno, la decisión responde al elevado número de solicitudes pendientes de regularización una vez agotados los plazos concedidos en 2022 por el entonces Ministerio de Hacienda, hoy Ministerio de Hacienda y Economía. Con la nueva etapa, las autoridades
buscan ajustar a los operadores a las disposiciones legales y tributarias vigentes.
Uno de los principales cambios institucionales es el refuerzo del papel de la, Dirección General de Impuestos Internos - DGII, que, según el Ejecutivo, estará a cargo de verificar el cumplimiento tributario, facilitar la incorporación provisional de establecimientos al régimen fiscal y respaldar los procesos de fiscalización. El decreto también reorganiza el órgano consultivo y de seguimiento, integrando representantes del Ministerio de Hacienda y Economía, DGII, INDOTEL, OGTIC, la Lotería Nacional, asociaciones del sector, concesionarios, la Comisión Hípica Nacional, representantes de casinos y al arzobispo coadjutor Carlos Tomás Morel Diplán.
Además, el decreto instruye al Ministerio de Hacienda y Economía, en coordinación con ese órgano, a elaborar y adecuar los instrumentos normativos necesarios para hacer viable la continuación efectiva del proceso de regularización. Mientras tanto, el administrador de la Lotería Nacional actuará temporalmente como coordinador operativo, administrativo y de seguimiento del plan.
La nueva disposición también deroga el Decreto 295-22, dejando sin efecto la estructura anterior y estableciendo un nuevo marco institucional para la supervisión de bancas de lotería, puntos de venta, apuestas deportivas, casinos y otras modalidades de juegos de azar en el país.

The Dominican Republic Government has reactivated its national regularisation plan for lottery shops (locally known as “bancas”), betting outlets and other gambling operators, with tax authorities at DGII assuming a key role in tax verification and sector formalisation The move reopens a stalled clean-up and formalisation process for the country’s gambling retail network, with the government seeking to resolve a large backlog of pending applications left after the original 2022 compliance deadlines expired. Under the new framework, Dirección General de Impuestos Internos (DGII) will be directly involved in verifying tax compliance, provisionally incorporating operators into the tax regime, and supporting inspection and control work. The reactivation was ordered through Decree 197-26, signed on 26 March 2026 and publicised in mid-April, which revives the Plan Nacional de Regularización covering betting retail outlets and other gambling operators in the Dominican Republic. The stated objective is to complete the sector’s screening, validation and formalisation process.
According to the official government statement, the decision was taken because of the high volume of unresolved regularisation requests after the deadlines granted in 2022 by the then Ministry of Finance, now the Ministry of Finance and Economy, had run out. The updated process is intended to bring operators into line with the country’s legal and tax requirements.
A key institutional change is the expanded role of DGII, which the government says will oversee tax compliance checks, provisional tax incorporation and support for enforcement actions. The decree also restructures the supervisory and consultative framework around the plan, bringing together representatives from the Ministry of Finance and Economy, DGII, INDOTEL, OGTIC, the National Lottery, industry associations, concessionaires, the National Horse Racing Commission, casino representatives and the coadjutor archbishop Carlos Tomás Morel Diplán.
The decree further instructs the Ministry of Finance and Economy, in coordination with the consultative body, to develop and adapt the regulatory instruments needed to make the regularisation process operational. In the meantime, the administrator of the National Lottery will temporarily act as the operational, administrative and monitoring coordinator for the process. The new legal measure also repeals Decree 295-22, dismantling the previous structure and replacing it with a new institutional model for the supervision of lottery shops, sales points, sports betting outlets, casinos and other gambling activities in the country.
