URUGUAY Progresa el proyecto del ex hotel San Rafael
El miércoles 28 de junio, la firma Fosara S.A., que en noviembre de 2019 obtuvo la licitación pública internacional para la concesión de la explotación privada de juegos de azar en un casino en régimen de explotación privada en el complejo que se llamaría “Cipriani Ocean Resort and Club Residences Punta del Este”, en predios del ex hotel San Rafael, presentó un nuevo juego de planos en el cual la torre de mayor altura se aleja de la rambla ubicándose próxima al centro de la manzana. Según el nuevo plan, la obra se
iniciará seis meses después de aprobado el permiso de construcción; en tanto, la reconstrucción del viejo hotel será prioridad. El cronograma exigido por la IDM al
inversor detalla que el hotel estaría finalizado en 35 meses, el casino en 34 y la primera torre en 35 meses también. El ex San Rafael será levantado nuevamente con sus cuatro
plantas tipo, la buhardilla, el lobby y el entrepiso; contará con 80 habitaciones y 268 estacionamientos en subsuelo. Las torres tendrán 282 unidades habitacionales, y el proyecto modificativo propone construir 170.084 metros cuadrados. La inversión para nuevo proyecto del San Rafael supera los 200 millones de dólares.

Developer Fosara S.A., which in November 2019 won the international public tender for the concession of the casino under private exploitation to build the “Cipriani Ocean Resort and Club Residences Punta del Este” complex on the premises of the former San Rafael hotel, at the end of June presented a new set of plans detailing that the tower of greater height was to be moved away from the rambla located near the center of the block. According to the new plan,
the work on the project will begin six months after the construction permit is approved, as the reconstruction of the old hotel will be a priority. The schedule demanded by the Government
to the investor details that the hotel would be completed in 35 months, with the casino a month earlier. The former San Rafael will be built again using its four
floors design, the attic, the lobby and the mezzanine. It will have 80 rooms and 268 underground parking lots. The towers will have 282 housing units and the amended project proposes to build 170,084 square meters.

Aprueban texto contra publicidad de apuestas online en eventos
La Comisión de Deportes de la Cámara de Diputados fijó el 2 de agosto como fecha límite para escuchar opiniones sobre el proyecto de ley que prohíbe la publicidad de casas de apuestas online en eventos, y el mediodía del 5 del mismo mes para las indicaciones finales, con la posibilidad de prorrogar hasta el 12. La Comisión propuesta busca con combatir la ludopatía mediante
esa propuesta, y cuenta con el testimonio de la psicóloga Ángela Carmona Alba, quien afirmó que es una patología que destruye familias completas y que tiene las mismas características que las drogas y el alcohol, añadiendo, que el aumento de apuestas online por causa de la pandemia fue exponencial: “Desagraciadamente, sin regulación, porque las actividades de esas casas deportivas online son ilegales en Chile”. Por su parte, la Superintendencia de Casinos de Juego (SCJ) ha emitido una advertencia sobre los operadores internacionales: “En Chile las apuestas son ilícitas a menos que cuenten con una autorización expresa. Por ello, solo Polla Chilena de Beneficencia, Lotería de Concepción y Teletrak pueden operar determinados juegos de azar o apuestas en línea. Cualquier otra persona natural o jurídica que lo haga cometerá un ilícito”. El mensaje de la SCJ está dirigido a la gran cantidad de
patrocinadores internacionales que figuran en las principales camisetas del fútbol profesional de Chile, ocupando lugares en la camiseta de la mayoría de los clubes de la primera división.

CHILE Congress Commission approve text against online betting ads
The Sports Commission of the Chamber of Deputies has set August 2nd as the deadline to hear opinions on the bill that prohibits the advertising of online bookmakers at events, with noon on August 5th for a final opinions reckoning, with the possibility of extending this stage until August 12th. The Commission seeks to combat the spread of gambling
problems through this proposal, and has the testimony of psychologist Ángela Carmona Alba, who said that problem gambling is a pathology that destroys entire families and that has the same characteristics as drugs and alcohol, adding that the increase in online betting during the pandemic time was exponential: “Unfortunately, they operate without regulation, because the activities of these online sports houses are illegal in Chile.” Chile’s regulators Superintendencia de Casinos de Juego (SCJ)
has issued a warning to international operations: “In Chile betting is illegal unless they have express authorization. Therefore, only Polla Chilena de Beneficencia, Lotería de Concepción, and Teletrak can operate limited online gambling or betting. Any other natural or legal person who does so is committing an offence.” SCJ’s message is addressed to the large number of international sponsors listed on Chile’s top professional football jerseys, taking up front spots on the football shirts of most of the clubs in Chile’s Primera Division.
