Uno de los ejes centrales del proyecto es la creación de un Fondo para el Tratamiento de la Ludopatía. Según el texto aprobado, los casinos tipo A, tipo C y las plataformas digitales de apuestas deberán destinar el 0,05% de su utilidad neta al Instituto de Salud Mental, con el fin de desarrollar y mantener un centro nacional de tratamiento para la adicción al juego.
La legislación también incorpora mecanismos de verificación biométrica de identidad para las plataformas digitales, con el objetivo de identificar a personas con trastornos de juego y restringir su acceso, al tiempo que refuerza los controles de edad. El proyecto busca proteger expresamente a los menores de 18 años para que no participen en ninguna actividad de juego o apuestas, ya sea en casinos físicos o en plataformas online, e incluso contempla sanciones penales para los operadores que permitan su participación. La fiscalización y supervisión estarán a cargo de la Junta de Control de Juegos (JCJ), en coordinación con la Autoridad Nacional para la Innovación Gubernamental, mientras que la Contraloría General velará por el cumplimiento del marco legal. La JCJ es el organismo estatal panameño responsable de la autorización, supervisión y control de las actividades de juego y apuestas en o desde la República de Panamá. Las informaciones recientes sobre el proyecto también indican que la norma incluye nuevas restricciones en materia de publicidad del juego, incluyendo prohibiciones que afectan la promoción en deportes y en redes sociales, como parte de un enfoque más amplio de juego responsable y protección al consumidor.
La iniciativa fue presentada por los diputados Raúl Pineda y Crispiano Adames, según el resumen oficial de la Asamblea. Sus impulsores presentan la medida como una herramienta de salud pública y protección social que busca no solo regular de forma más estricta la actividad del juego, sino también reducir el impacto negativo sobre las familias y los usuarios más vulnerables.

One of the central parts of the project is the creation of a Fund for the Treatment of Gambling Addiction. The legislation also incorporates biometric identity verification mechanisms for digital platforms, with the aim of identifying people with gambling disorders and restricting their access, while strengthening age controls. Supervision and monitoring of gambling operations will be by the Gaming Control Board (JCJ), in coordination with the National Authority for Government Innovation, while the Comptroller General’s Office will ensure compliance with the legal framework. JCJ is the Panamanian state agency responsible for the authorization, supervision and control of gambling and betting activities in or from the Republic of Panama.
Recent information about the bill also indicates that the law includes new restrictions on gambling advertising, including bans affecting promotion in sports and on social media, as part of a broader approach to responsible gaming and consumer protection.
