Waste Recycling Proposals
Construction Minister to speak at the BMF Conference
Prior to introducing Extended Producer Responsibility in April 2024, the UK Government is consulting on extending the life of Packaging Waste Recycling Notes and Packaging Waste Export Recycling Notes. Ministers in all four home nations propose keeping current arrangements until at least 2026-2027 as an interim solution to boost recycling levels.
The current system has been criticised for the volatility and unpredictability of prices and availability of PRNs & PERNs. Ministers are trying to improve the overall effectiveness of the policy, and are consulting on aspects such as: • reporting requirements on the sales of PRNs & PERNs and how the revenue raised is spent. • timeframes for the buying and selling of PRNs & PERNs. • a technical competence test for compliance scheme operators and others. The 29-page consultation document can be found here:

Please contribute your views on either the current arrangements, or the proposals described, to Brett Amphlett, BMF London Office, by 18 May. We are keen to take advice from your waste management contractor like Biffa, Veolia, Suez or whoever you use.
