Understanding wholesalers’WEEE responsibilities


The Waste Electrical and Electronic Equipment (WEEE) Regulations have shaped the UK’s approach to electrical waste management since 2007.

hile producers of electricals carry the primary fi nancial and operational obligations, Lyndsey Tweddle Recolight’s customer service manager, explains how the practical impact of the regulations extends directly to the electrical wholesaler.


Every day, wholesalers act as a crucial link between contractors, end users and compliant recycling routes, meaning their engagement is essential to ensuring waste electricals are handled responsibly, safely and legally.


What producers must do and what this means for you


Under the Regulations, a ‘producer’ is any business that places electrical products onto the UK market, whether manufacturing or importing. Producers (other than the very smallest) must register with a Producer Compliance Scheme (PCS), which arranges recycling on their behalf. For wholesalers, this means you have access to compliant, cost eff ective (and sometimes free) recycling options for lamps, luminaires, batteries and other electricals covered by the WEEE Regulations. By understanding these routes, you can benefi t directly and guide your customers towards responsible recycling and build confi dence that the products you supply are supported by an authorised recycling system.


Your duty of care: managing hazardous waste correctly


Most waste electricals, including fl uorescent lamps, are classed as hazardous waste. UK law prohibits sending hazardous waste to landfi ll and places a clear duty of care on any business that produces, stores, transports or receives such waste. For wholesalers, this means that any waste you accept on site must be passed to a licensed organisation.

The WEEE regulations require distributors to


off er free collection of WEEE, whenever they sell an equivalent new electrical product that could be used by householders. So if, for example, a branch sells a pack of ten LED lamps, that branch is legally required to take back ten waste lamps (which could be fl uorescents) if requested. That duty extends to any other products that could be household in nature, including power tools, heating appliances and others.


Why off ering lamp recycling matters to your customers


As a wholesaler, you are legally required to off er free of charge takeback of waste lamps when selling new lamps. But what’s more, you are also one of the most accessible recycling gateways for contractors. Many contractors and electricians regularly need to take back end of life lamps during site work, so being able to drop off waste at their local wholesaler branch can make that


branch more attractive as a source of new product. Expanding your off er to include battery recycling can make you an even more valuable partner, helping contractors manage multiple waste streams in one visit.
