publication of Dame Judith Hackitt’s report – ‘Building a Safer Future – Independent Review of Building Regulations and Fire Safety’ – has prompted a wide response from construction and engineering professionals. I commend you to read Andy Sneyd’s response on page 22. In many respects, he echoes my own thoughts in that the Grenfell Tower Fire wasn’t just about the cladding.

ith the anniversary of the Grenfell Tower fire last month, the


responsibility by improving competence and compliance. As Andy says, The Hackitt report puts the emphasis on viewing buildings as a system, rather than a collection of components, and it calls on the industry to take responsibility for delivering high- quality projects delivered by competent teams.


And ‘competent’ is the key word here. According to Andy – and who wouldn’t agree? – the proposal to create a new body to oversee competence requirements could be the most critical element of Dame Judith’s review because any new regulatory approach can only succeed if you have a highly competent workforce delivering the projects.

regimes will have to step up to meet this challenge,” says Andy. There is, apparently, a 25% fall in apprenticeship starts this year, which led to heavy criticism of the Apprenticeship Levy. And while there are many credible training providers – organisations such as BESA and Andy’s own company, M+W Hargreaves, ‘dead end’ courses that do not deliver construction and engineering workers of the right calibre, have been criticised by union, Unite.


As Andy comments, too many youngsters’ hopes of having a construction career are being crushed through poor and sometimes classroom-based training. He makes a good point.
